Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

In Ukraine, UN Women is committed to delivering results across strategic priorities, exercising its triple mandate encompassing normative support, UN system coordination, and operational activities to mobilize urgent and sustained action to achieve gender equality and the empowerment of all women and girls. UN Women has long been actively supporting local priority areas in Ukraine from increased political participation to gender mainstreaming in public policy, and economic development.ย ย 

Since the start of the full-scale invasion of Ukraine, one third of the Ukrainian population has been forced to leave their homes, including an overwhelming majority of women and children, as mainly men have joined or been conscripted into the armed forces. The risks of sexual violence, such as conflict-driven trafficking, are elevated. The allegations of atrocities and human rights violations in Ukraine are extensive, including accounts of CRSV, the breadth of which remains difficult to fully assess, notably due to stigma, limited access to suitable, high-quality services as a result of the unprecedented type and scale of violations, disruption of health services, and prevailing security situation, and other factors. From 24 February 2022 through 30 November 2024, the UN Human Rights Monitoring Mission in Ukraine (HRMMU) documented 421 cases of CRSV (295 men, 114 women, 10 girls, 2 boys) cases against civilians and prisoners of war.ย  Many cases recorded demonstrate the use of sexual violence as a method of torture.ย ย 

As of 3 March 2025, the Office of the Prosecutor General of Ukraine informed that it documented 344 facts of CRSV (124 men, 220 women, 1 boy and 16 girls), since the beginning of the full-scale invasion by Russia, including rape, mutilation or violence to genitals, forced nudity, threats and attempted rape.ย  ย 

Women are disproportionally affected by Russiaโ€™s systematic attacks against civilians and civilian infrastructure and services, including health, education, and energy facilities. Their rights are violated daily, and accountability is so far elusive. Women are the great majority of refugees, returnees, and internally displaced people. The needs of Ukraineโ€™s women and girls are continuing to grow, while financial and human resourcesโ€™ availability is becoming increasingly stretched.ย ย 

On 3 May, 2022, Ms. Pramila Patten, the UN Secretary-Generalโ€™s Special Representative on Sexual Violence in Conflict, and Ms. Olha Stefanishyna, Ukraineโ€™s Deputy Prime Minister for European and Euro-Atlantic Integration, signed a Framework of Cooperation between the Government of Ukraine and the United Nations on the prevention and response to conflict-related sexual violence, that supports the design and delivery of priority interventions in the areas of justice and accountability as a central pillar of deterrence and prevention. The agreement also addresses comprehensive service provision for survivors, including sexual and reproductive health services, medical and specialized mental health services, legal assistance, and livelihood support. To implement the Framework of Cooperation in coordinated way, the Government has created a thematic Working Group on preventing and response to CRSV under the Commission on Coordination of Activities of Central Executive Bodies on Equal Rights and Opportunities of Women and Men.ย ย 

UN Women has worked closely together with government counterparts and the UNCT to support the development of an Implementation Plan for the Framework of Cooperation (FoC), which was adopted by the Government of Ukraine in September 2022. Under this plan, UN Women has committed to closely collaborating with Ukrainian authorities along with other UN entities, women civil society organizations and other relevant partners to support national CRSV prevention and support efforts. Drawing on the organizationโ€™s comparative advantage and its experience in working across the Humanitarian-Peace-Development Nexus, UN Women supports these efforts with a structural approach aiming to address root causes of conflict and gender-based violence, including CRSV; survivorsโ€™ access to services and justice; and security sector institutional capacities, amongst others. UN Women also applies a survivor-centered approach to its work as well as a strong Women, Peace and Security lens focused on promoting womenโ€™s and survivorsโ€™ meaningful participation and leadership in all peace efforts, including CRSV prevention and response.ย ย 

Under the supervision of the Women Protection Adviser, the CRSV Program Coordination Analyst will coordinate with internal, UN, government and civil society stakeholders to ensure the effective implementation of program activities, particularly but not exclusively linked to UN Womenโ€™s main CRSV projects, namely โ€œStrengthening national and community-based CRSV prevention and response mechanisms in Ukraine through a survivor-centred multi-sectoral approachโ€ (UN Action) and the โ€œUkraine Joint Programme on CRSVโ€ (EU CRSV).ย ย III. Key Functions and Accountabilities

1. Coordinate the implementation of Programme/Portfoliosย 

Coordinate the overall Programme/Portfolio work plan implementation according to Strategic Note/programme documents;ย  Gather inputs and coordinate the preparation of workplans, periodic narrative progress reports and expenditures status reports to the Programme Board and UN Women;ย  Establish systems for project planning, implementation and monitoring, in collaboration with partners;ย  Record and maintain documents on relevant Programme activities, issues, and risks.ย 

2. Guide coordination with national partners and other stakeholdersย 

Coordinate relationships with national partners to support implementation and expansion of the Programme, raise potential problems and suggest solutions;ย  Identify capacity-building needs and support partners through technical assistance, mentoring, training and capacity development initiatives, as needed.ย 

3. Coordinate the monitoring and reporting of Programmeย 

Gather and compile all information necessary for monitoring and reporting on programmes and projects from the planning to the evaluation stages;ย  Monitor the implementation of activities and the expenditure of funds; conduct regular monitoring visits, as required;ย  Draft and provide inputs to annual and periodic reports; coordinate the submission of implementing partner financial and narrative reports;ย  Provide inputs from programme activities and results to Country Office reporting.ย 

4. Programme and finance management supportย 

Coordinate development and preparation of financial resources of the programme including budgeting and budget revisions, and expenditure tracking and reporting;ย  Monitor the allocation and disbursement of funds to participating partners;ย  Coordinate closely with programme associates and consultants on effective delivery of programme outputs.

Recruitment Qualifications

Education and certification:

Masterโ€™s degree or equivalent in public administration, law, human rights, gender equality, management, economy, social sciences or other related areas is required.ย  A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.ย  A project/programme management certification (such as PMPยฎ, PRINCE2ยฎ, or MSPยฎ) would be an added advantage.

Experience:

At least 2 years of progressively responsible experience at the national or international level in managing complex and multi-component programme interventions with national partners, preferably related to womenโ€™s empowerment and access to rights;ย  Experience in implementing human rights, gender equality and women's empowerment projects and initiatives is required;ย  Experience in setting priorities, budgets, work plans, participating in programme development and programme writing is required;ย  Experience in coordinating, implementing, monitoring and evaluating development programmes and projects is desirable.ย  Experience in working with sexual violence survivors, including conflict-related sexual violence, is highly desirable.

Language Requirements:

Fluency in Ukrainian and English is required;ย  Working knowledge of another official UN language is desirable (French, Arabic, Chinese, Russian or Spanish);
