1. Background and objective of the assignment

WIPO has launched a new initiative to enhance data collection and production in the creative industries. The Creative Economy Data Model (CEDM) is developed to help Member States measure their creative ecosystems. ย It suggests a comprehensive approach by considering economic, social, and cultural factors that support creativity, while putting at the heart of the creative sector its dependence on copyright and related rights.

Pilot projects have been launched in several countries so far, as the project enters its implementation phase. ย Country projects are planned for launch in 2025 in various Member States.ย 

This assignment seeks to support WIPOโ€™s activities in:

โ€ข Providing assistance to developing countries and countries in transition in the analysis of the legal and institutional framework of their creative economies.
โ€ข Preparing policy recommendation for adapting the copyright framework and the operational modalities of the national creative economy with the view of supporting an improved performance by the sector.
โ€ข Promoting and assisting in the implementation of the CEDM in South Asia, the Middle East and other developing regions.


2. Scope of the assignment

The assignment will consist of:

โ€ข Providing inputs to the CEDM on policy, legal, institutional and organizational aspects.
โ€ข Reviewing and assessing country policies on creative industries in the pilot country projects.
โ€ข Providing advice to countries on issues related to the functioning of the copyright framework and related indicators and proxies.
โ€ข Preparing analytical documents and presentations on the CEDM and on creative industries in general.
โ€ข Participation in regular team meetings.

The assignment is global in terms of geographical scope. It will involve interaction and advice to countries in South Asia and the Middle East in the first place, but will be extended to other regions as well.

3. Deliverables

The consultant shall provide the following deliverables:

a. Preparing a comparative analysis of the copyright framework in the countries, included in the pilot phase and identifying efficiency criteria for copyright management and performance.ย 
b. Identifying and assisting in the collection of data on legal practices and indicators, related to the legal framework.ย 
c. Advice to countries in drafting policy recommendations based on the evidence collected through the CEDM.ย 
d. Conceptual and operational inputs in the process of implementation of the CEDM.ย 
e. Preparing regular country reports on the pilot projects that the consultant is working on.


4. Reporting

The work will be coordinated by the WIPO Secretariat, in particular by the Copyright and Creative Industries Sector who would ensure expertise and assistance throughout the assignment.


5. Profile

The incumbent shall meet the following requirements:ย 

Education
University degree in copyright law.ย 

Experience
At least 10 years of experience in copyright law or other related area.ย 
Rich practical, institutional and legal experience in dealing with creative economy.ย 
Experience in developing national policies on creative industries.ย 

Languageย 
Excellent knowledge of written and spoken English (with excellent drafting and editing capabilities). Knowledge of other language, spoken in South Asia would be an advantage.

Skills and competencies
Excellent knowledge of the creative industries.ย 
Excellent knowledge of copyright law.ย 
Broad understanding of IP-related analytical frameworks
Practical experience in drafting national policies on cultural and creative industries.ย 
Excellent analytical and problem-solving skills.
Excellent written and oral communications skills.ย 


6. Duration of contract and payment

The assignment shall be conducted from April 1 to December 30, 2025.

Applicants are requested to provide an indication of their remuneration expectations in Swiss francs (daily rate).
