The Norwegian Refugee Council (NRC) is seeking a highly qualified, resilient, and dynamic professionalย to take up the role of Country Support Manager for Haiti, who will be responsible toย ensure the integrated and efficient delivery of country support services across Human Resources, Finance, Information and Communication Technology (ICT), Administration, and Logistics; leading day-to-day planning, directly managing support staff, coordinating activities and plans of action and driving compliance with NRC policies, donor rules, and internal controls. This role offloads the direct management and oversight responsibilities across Support functions from the Country Representative, while ensuring day to day operational follow up on support services and teams.ย

What you will do
ย
Line management responsibilities for directly reporting staff. This includes the:
Performance management process; setting clear goals aligned to country strategy and priorities, and to follow up and support staffโs achievement.
Responsible for key processes as workforce planning, recruitment, staff induction and development and ensure Duty of Care for own staff.
Capacity building and upskilling of Support teams.
Contribute as a member of the Country Management Group (CMG) providing support and information on relevant topics and influencing decisions for support matters.
Facilitate and coordinate the development of the support function`s strategic objectives in the Country Response Plan.
Provide input on operational support in programme proposal development, coordinate and align operational support with programme plans
Ensure that all support functions are providing quality and timely support for project implementation.
Support the development and monitoring of the support budget and country budgets in coordination with the Finance Coordinator and internal key stakeholders; while ensuring that regular financial analysis is carried out including assessments, costs monitoring, and resource allocation.

What you will bring
Minimum 3 yearsโ experience in a senior management position, preferably within in a humanitarian/recovery context.
Bachelorโs degree in Business Administration, Management, or any other relevant field.
Experience in budget development and costs allocation.
Experience in working in highly volatile and highly insecure contexts.
Experience in leadership, team management skills and conflict resolution.
Fluency in English and French, both written and verbal.
Knowledge of the context in Haiti is an asset.
Experience with start-up, exit, or similar, including experience in establishing new systems and procedures in start-ups
Good knowledge of Haitian Creolle is an advantageย
Valid driving license

Duty station: ย Port-au-Prince, Haiti
Contract: fixed national or international contract, 6 months (renewable subject to funding and performance)
Travel: 20% to areas of intervention in Haiti
Salary/benefits: grade 9 on NRCโs salary scale, with accompanying terms and conditions

Haiti is experiencing one of the most severe humanitarian crises in its recent history, with approximately 1.4 million displaced peopleโa 48% increase since September 2024โand 2 million facing emergency levels of food insecurity (IPC 4). The escalating violence, limited humanitarian access, and systemic breakdown of essential services demanded urgent intervention. For this purpose, NRC decided to start up a new operation in Haiti and started programmatic interventions in early 2025 whilst setting up an office in Port-au-Prince. The ongoing start-up continues with a planned expansion to new areas of operations with education and protection and potentially other programmatic areas.
