Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

In March 2024, the United Nations System-Wideย Gender Equality Acceleration Plan (GEAP) was launched by the UN Secretary-General. This acceleration plan aims to secure stronger system-wide commitment and transform how the UN system delivers for women and girls โ€“ across all entities and sectors, placing women and girls as a UN system collective responsibility.

To ensure alignment with the UN Development System reform and strategic repositioning and to support oversight of GEAP implementation, UN Women, will play a pivotal role in leading and convening relevant entities and supporting the UN system in translating the GEAP ambition into results at country-level.ย 

Within this framework, UN Women in Jordan, in close coordination with the Resident Coordinator Office and the Gender Theme Group, will lead on the development of the Jordan Country Gender Equality Profile (CGEP)โ€”a system-wide knowledge product that will serve as the UN Country Teamโ€™s central analytical reference on the status of women and girls in Jordan. The CGEP is a key deliverable under the UN System-Wide Gender Equality Acceleration Plan (GEAP) and directly contributes to strengthening accountability and coherence across the UNโ€™s work in Jordan. It will be a companion piece to the forthcoming new UNCT Country Analysis (CA) and directly feed into the development of the new Jordan UN Sustainable Development Cooperation Framework (UNSDCF) 2028โ€“2032, ensuring a unified, evidence-based approach to advancing gender equality in Jordan.

To this end, UN Women Jordan is hiring a national consultant to develop a new, updated Jordan Equality Profile on the basis of the General Framework for Gender Equality in Jordan published in 2022 by UN Women and the Economic and Social Council of Jordan. The consultant will lead the drafting, analytical and research components of Jordanโ€™s updated Country Gender Equality Profile Report, ensuring the report reflects the latest data, and alignment with international frameworks (including CEDAW, SDG 5, and the Beijing Platform for Action), and provides evidence-based recommendations for advancing gender equality in Jordan. The consultant will work under the technical supervision of UN Women Jordan and in close coordination with the RCO and GTG, ensuring consistent alignment with UN system-wide priorities and guidance. The consultant is expected to maintain proactive communication and collaboration with all relevant partners to ensure coherence, inclusivity, and the highest quality of outputs in line with UN standards.

The consultant will report directly to the Deputy Representative and under the overall direction of the Country Representative and will be supported by the Coordination associate, who will serve as the focal point for coordination, contractual matters, and payments. The consultant will work closely with UN Women thematic leads, the GTG the RCO, and relevant UN entities and partners to ensure coherence and alignment of the Country Gender Equality Profile process.

Description of Responsibilities/ Scope of Work

Desk Review and Data Consolidation (Phase 1)

Review existing analytical products and reports, including the previous Gender Equality Profile, GEAP and GTG Work Plans as available, the Jordan Beijing+30 National Review report, and all relevant national policies, strategies, plans and reports, such as the Jordan National Strategy for Women, the second Jordanian National Action Plan on Women, Peace and Security, the updated Social Protection Strategy, the Strategy for Womenโ€™s Economic Empowerment under the Economic Modernization Vision, etc, as well as all relevant laws promulgated since the publication of the last Gender Equality Profile. Extract and synthesize relevant quantitative and qualitative data, including sex-, age-, and location-disaggregated statistics. Map gaps in available evidence and identify areas requiring validation or additional consultation. Prepare the first draft of the CGEP following GEAP and UN Women global guidance. Develop thematic chapters covering legal and institutional frameworks, economic participation, violence against women, political representation, access to services, peace and security, and other relevant chapters to the UNSDCF. Facilitate consultations with the GTG, RCO, and UN partners.ย  Incorporate feedback and ensure that diverse stakeholder perspectives are reflected accurately. Produce a final, high-quality CGEP incorporating all validated inputs. Support the preparation of key messages, presentation materials, and a short dissemination brief for the CGEP launch and communication plan.

Drafting of the CGEP (Phase 2)

Prepare the first draft of the CGEP following GEAP and UN Women global guidance. Develop thematic chapters covering legal and institutional frameworks, economic participation, violence against women, political representation, access to services, peace and security, and other relevant chapters to the UNSDCF.

Stakeholder Consultations and Validation (Phase 3)

Facilitate consultations with the GTG, RCO, and UN partners.ย  Incorporate feedback and ensure that diverse stakeholder perspectives are reflected accurately.

Finalization and Dissemination (Phase 4)

Produce a final, high-quality CGEP incorporating all validated inputs. Support the preparation of key messages, presentation materials, and a short dissemination brief for the CGEP launch and communication plan.

Functional Competencies:

Advanced gender analysis across legal/institutional frameworks, economy, political participation, services/health, peace and security, climate, and structural risks. Required Qualifications

Education and Certification:

Masterโ€™s degree (or equivalent) in gender studies, development studies, public policy, economics, law, social sciences, or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Professional certification in research methods/impact evaluation, monitoring & evaluation, or project/programme management (e.g., PMP/PRINCE2) is an asset.

Experience:

At least 7 years of progressively responsible experience in research, analysis, and production of flagship knowledge products on womenโ€™s rights and equality is required. Demonstrated expertise in gender analysis, national gender policies, gender mainstreaming, and womenโ€™s empowerment across legal/institutional, economic, political participation, services/health, peace & security, climate, and structural risk domains is required. Proven track record leading multi-chapter country profiles/assessments and translating evidence into actionable guidance for UN planning (e.g., inputs that inform UNSDCF/CCA processes) is required. Strong quantitative and qualitative research skills, including consolidation of sex/age/disability/location-disaggregated data, triangulation, and critical appraisal of sources; ability to produce clear figures/tables and executive summaries is required. Experience coordinating inter-agency drafting and review cycles (e.g., with UNCT/GTG/RCO), including version control, tracked changes, and comment/disposition matrices is required. Jordan-specific experience: demonstrated knowledge of Jordanian institutions and context is desirable. Experience managing and mentoring multi-disciplinary teams and tasking contributors against tight timelines and defined quality standards is desirable. Familiarity with UN system gender accountability/tracking tools (or comparable platforms) and ability to rapidly learn and apply them is desirable. Excellent analytical writing for senior audiences; samples of previous work will be is desirable.
