Org. Setting and ReportingThis position is located in the Mission Support Centre of the United Nations Interim Security Force for Abyei (UNISFA), duty station Abyei. The incumbent will report directly to the Chief, Contingent Owned Equipment (COE) Team in the Mission Support Center. ResponsibilitiesUnder the immediate supervision of the Missionโ€™s Chief, Contingent Owned Equipment (COE) Team is responsible for the detailed implementation and management in the field of Memoranda of Understanding (MOU) between the United Nations and Troop Contributing Countries/Police Contributing Countries (TCC/PCC) contributing formed military or police units to the mission, the COE Assistant, normally as an Inspection Team Leader/ Database Manager performs the following duties, Plan, conduct and supervise Arrivals, Operational Readiness, Repatriations and other Quarterly inspections of the military and police contingents to verify that, the T/PCC and the United Nations follow their agreed responsibilities as detailed in MOU. Brief the contingents on the requirement of the COE Manual in terms of COE and responsibilities for self-sustainment. Ensure that incoming contingents on rotation are fully briefed on the COE system on arrival and are aware of their responsibilities as above. Brief inspection teams on their duties and responsibilities pertaining to the inspection and receive from them the necessary inputs for preparation of the Verification Inspection Reports. Provide technical advice, briefs and other training for formed unit and other appropriate mission staff on all aspects of the management and implementation in the field of the COE system. Draft inspection verification reports (VRs), accompanying covering notes, major equipment details, other associated documents, and other COE reporting tools, and obtaining the necessary signatures from the appropriate authorities. Maintain within UCM databases inventories of COE held by all formed units, identify in consultation with contingent commanders, and other appropriate mission and UNHQ staff, major equipment and self-sustainment deficiencies and surpluses as compared to MOU requirements and recommend corrective actions to the Chief COE. Maintain Uniformed Strength Reporting (USR) and Ammunition Management tools within UCM databases in consultation with contingent commanders, and other appropriate mission and UNHQ staff, recommend corrective actions to the Chief COE. Report any loss or damage to COE that could be subject to reimbursement by the UN. Oversee issuance of all UN owned equipment and UN provided services to assigned formed units and reflects impacts on self-sustainment categories in verification reports. Assisting the Chief, COE Team in administering the daily operations of the COE Team and in serving the Missionโ€™s COE/MOU Management Review Board. Performing other duties as required. Certification in UCM - COE Mobile and Ammunition Management is desirable Certificate in Umoja Uniformed Strength Reporting for all Uniformed personnel is desirable Training in a logistics related discipline, i.e. transport, engineering, operations management, supply chain management or other relevant field is desirable. Work ExperienceA minimum of eight (8) years of progressively responsible experience in material management and logistics-support related activities is required. Experience in International Military or UN peacekeeping operations is required. Experience in the procedures related to the implementation and management in the field of MOUs is desirable. Experience providing services to or in a field operation of the United Nations Common System or a comparable international organization is desirable Experience in inventory control practices and procedures is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this job opening, English is required.
