Nature of the Consultancy ย Under the overall supervision of the IOM Programme Coordinator, and in close coordination with the managing staff of the Center of Employment Abroad under the Ministry of Labour, Social Provision and Migration of the Kyrgyz Republic (hereinafter referred to as \"the Center\"), the consultant will be responsible for providing counselling for prospective migrant workers from Kyrgyzstan who are planning to work abroad, focusing on safe and orderly migration. ย Project Context and Scope
The International Organization for Migration (IOM) / UN Migration Agency is an intergovernmental organization founded in 1951 and committed to the principle that humane and regulated migration benefits both migrants and society.
In 2022, IOM began implementing the regional โLabour Migration Programme โ Central Asia,โ funded by the Swiss Agency for Development and Cooperation (SDC), with the overall goal of creating safe, orderly, and regular recruitment channels that ensure the protection of migrant workers and enhance development impacts in both countries of destination and origin.
The projectโs objective is to incorporate return migration and the needs of returned migrant workers into Kyrgyzstanโs economic development planning and social protection strategies.
The project also aims to enhance information and awareness among prospective migrant workers โ a significant proportion of whom in Central Asia use informal social networks to find employment, often without sufficient information about risks, legal procedures for regular work, social protection services in destination countries, or recruitment services available in the country of origin.
Organizational Department / Unit to which the Consultant is contributing
Labour Mobility, Policy and Data Unit, within the framework of the โLabour Migration Programme โ Central Asiaโ (Phase 1), funded by the Swiss Agency for Development and Cooperation (SDC), project code: LM0479. ย Consultant will contribute to the achievement of the following project indicators:ย Outcome 4 Indicator - # of prospective migrant workers accessing government-run pre-departure orientation programs in a calendar year (target: 150-200 per month (50% F/50% M)) Tasks to be performed under this contract
The consultant is hired to deliver the following tasks on a monthly payment basis:
- Provide counselling for prospective migrant workers who are working or planning to work abroad on safe and orderly migration;
- Carry out other assignments related to the competence of the Center;
- Provide monthly reports on the work done, ensuring confidentiality and adherence to ethical standards, including the number of consultations provided and disaggregated statistics (gender, age, etc.). Performance indicators for the evaluation of results
- Submit monthly reports detailing the number of consultations provided.

Education, Experience, and/or Skills Required
- Minimum high school diploma; a completed university degree is an advantage.
- Other formal education relevant to the assignment.
- Working experience in counselling on safe migration issues is welcome.
- Extensive knowledge of the labour migration context in Kyrgyzstan.
