Work LocationRio de Janeiro, Brazil Expected durationSix (6) months Duties and ResponsibilitiesBackground The main mandate of the United Nations Human Settlements Programme (UN-Habitat) is to promote sustainable development of human settlements and policies conducive to adequate housing for all. Within this framework, UN-Habitat supports central and state governments, as well as local authorities and other partners for the implementation of the Habitat Agenda, the 2030 Agenda with the Sustainable Development Goals and the New Urban Agenda. UN-Habitat helps the urban poor by transforming cities into safer, more inclusive, compact, integrated, resilient and connected places with better opportunities where everyone can live with dignity. It works with organizations at every level, including all spheres of government, civil society, and the private sector to help build, manage, plan and finance sustainable urban development. The Regional Office for Latin American and the Caribbean โ€“ ROLAC โ€“ is based in Rio de Janeiro, Brazil. The Agency puts emphasis in developing and managing activities in the host country. Indeed, for the past years, UN-Habitat has expanded its portfolio in Brazil by working with the three tiers of government to support the formulation and implementation of more effective, sustainable, participative, and socially fairer urban economic, social, and environmental policies. In this context, UN-Habitat initiated a project with the State Government of Rio de Janeiro (Governo do Estado do Rio de Janeiro โ€“ GERJ), titled โ€œResilient Environment Project: Climate Adaptation of Fluminense Cities.โ€ The initiative seeks to strengthen the resilience of municipalities across the State of Rio de Janeiro by advancing the implementation of the 2030 Agenda and the principles of the New Urban Agenda, with a focus on supporting climate adaptation and disaster risk reduction measures, including capacity-building activities such as online training courses. One of these courses, entitled โ€œTen Principles of MCR2030 (Making Cities Resilient 2030)โ€, scheduled from January 2026 to March 2026, supported by the United Nations Office for Disaster Risk Reduction (UNDRR). To support the implementation of this course, we are seeking a Consultant (Video Maker) to record synchronous video lessons and edit the material. This includes the incorporation of necessary graphic elements to ensure high quality and alignment with the projectโ€™s visual identity, the inclusion of descriptive subtitles for the Deaf and Hard of Hearing audiences, and the production of an institutional video for the Resilient Environment Project. Report to UN-Habitat Manager The Consultant (Video Maker) reports to the Head of Brazil Office, who will evaluate him/her. Responsibilities The Consultant (Video Maker) will support the implementation of the project, and its activities, with the following responsibilities: a) Record video lessons; b) Edit video and audio (including segmenting lessons), adding descriptive subtitles, and integrating visual elements aligned with the projectโ€™s visual identity; c) Ensure consistency across all videos and maintain an organized multimedia archive; d) Use their own licensed software and audiovisual equipment, with full responsibility for any related costs or damages. The Consultant will be responsible for completing all courses and training activities that are indicated to him/her by his/her supervisor. The security course BSAFE, from UNDSS, is required to be accredited during the first month of employment. The consultant will be responsible for his/her own security, so the person should get familiarized with United Nations security mechanisms and comply with them according to the Framework of Accountability for the United Nations Security Management System. Outputs/Work Assignment The consultant shall assist the implementation of the project, according to the stated responsibilities and the delivery of the following products: (i) Product 1: Workplan Document containing the workplan and the proposed methodology that will be used to edit and prepare the video materials for the โ€œTen Principles of MCR2030 (Making Cities Resilient 2030)โ€ course, and for producing an institutional video for the โ€œResilient Environment Project: Climate Adaptation of Fluminense Citiesโ€ itself. Expected delivery date: 15 days after contract signature. (ii) Product 2: Recording and editing the sessions of the course โ€œTen Principles of MCR2030 (Making Cities Resilient 2030)โ€ The โ€œTen Principles of MCR2030 (Making Cities Resilient 2030)โ€ course will be implemented over nine weeks with two-hour sessions each week. All lessons will be recorded, totaling 9 lessons with 18 hours of class time. The Consultant (Video Maker) shall be responsible for editing the 9 synchronous video lessons from videoconferencing platforms (e.g. Zoom or Microsoft Teams), ensuring technical quality of image and sound to deliver, from each session, around six segments of 10-15 minute excerpts. (i) Video and sound editing must include: a. Trimming unnecessary sections or mistakes. b. Organizing content in a logical and pedagogical sequence. c. Inserting transitions, graphics, animations, infographics, and explanatory text when necessary. d. Adding opening and closing vignettes, instructor identification, and other graphic elements aligned with the projectโ€™s visual identity. e. Producing subtitles in Portuguese. f. Considering space for the later inclusion Brazilian Sign Language (Libras) interpretation windows, developed and provided by an Accessibility Resources Consultant, to be integrated into the videos by the Consultant (Video Maker). g. Ensuring all videos follow the projectโ€™s defined visual style (colors, fonts, logos). h. Organizing and maintaining a shared and accessible archive of all produced audiovisual material. i. Ensuring the final videos are delivered in formats compatible with distance learning platforms, with standardized file naming conventions. On a weekly basis, from the second week of January 2026 until March 2026, the consultant shall be responsible for recording the class and delivering the edited videos, as specified above, within a maximum of seven (7) days after the recording, for validation and approval by UN-Habitatโ€™s operational and technical teams. Expected delivery date: 120 days after contract signature. (iii) Product 3: Institutional video for โ€œResilient Environment Project: Climate Adaptation of Fluminense Citiesโ€ One (1) institutional video of the โ€œResilient Environment Project: Climate Adaptation of Fluminense Citiesโ€ of approximately 3 minutes, in horizontal format and 4k quality. The video must include subtitling in Portuguese and English, following the projectโ€™s visual identity and communication standards. The Consultant (Video Maker) will be responsible for developing the editing flow based on the approved script and raw footage, ensuring a professional and accessible final product that highlights the objectives and results of the project. Expected delivery date: 150 days after contract signature. Qualifications/special skillsEducation Required: โ€ข Bachelor's degree in Communications, Photography, Journalism, Marketing, Public Relations, Film Studies or related fields is required, or additional three (3) years of relevant experience to the post, beyond the requirement. Work experience: โ€ข A minimum of three (3) years of professional experience in video editing and production is required, with a portfolio provided upon request. โ€ข Experience in recording and editing video lessons, online courses, or other educational content is desirable. Skills: โ€ข Proficiency in video editing software such as Adobe Premiere (or equivalent) is required. โ€ข Basic skills in graphic design software, such as Adobe Photoshop (or equivalent), for insertion of visual elements are required. โ€ข Familiarity with online meeting platforms (Zoom, Google Meet, Microsoft Teams, etc.) is desirable. โ€ข Experience related to the UN and/or any other international agency is desirable. Competencies โ€ข Professionalism: Experience working in an inter-institutional environment, project management, monitoring-evaluation; approaches and strategies regarding good urban governance and local and regional development. โ€ข Planning and organization: Professional approach to work, strong sense of responsibility, operate with minimal supervision; proven organizational skills and ability to manage a workload efficiently and within set deadlines. โ€ข Communication: Ability to write clearly and effectively; listen to others, interpret messages correctly and respond appropriately; show openness in information sharing and keep everyone informed; solid abstract reasoning skills together with a proven capacity to write documents for diverse audiences. โ€ข Teamwork: Ability to work with teams, demonstrate leadership, conflict management and consensus facilitation skills; ability to work in a multicultural and multi-ethnic environment, and to respect diversity; sensitivity to the main streaming of vulnerability; willingness and ability to work in difficult environments. Knowledge Management โ€ข The person must know the processes, procedures, and norms of UN-Habitat, to guarantee an adequate quality of the activities described above, following the standards of the organization. โ€ข The person will propose formats and procedures that allow the efficient implementation of the activities related to the project development. โ€ข The person must know the file of the Office, work with it, and ensure its proper maintenance, accessibility for all staff, and due updating. โ€ข The person will prepare databases related to the project running. โ€ข The person will make sure that all relevant technical information will be adequately shared with the correspondent staff. โ€ข The person will ensure that all produced material will be fit-for-purpose and delivered, in an organized way, for posterior consultation and use of the Agency. โ€ข The person will only share the information produced with the team agency, assuring the privacy of the content. Languagesโ€ข English and French are the working languages of the United Nations Secretariat, and Spanish is the working language of the Regional Office. โ€ข For the post advertised, fluency in Portuguese is required.
