Result of ServiceThe consultant reports to the Head of Brazil Office. He/She shall duly and timely perform his/her obligations, under this Terms of Reference. The consultant will work in close collaboration with the UN-Habitatโ€™s operational and technical teams. Work LocationRio de Janeiro, Brazil Expected durationTen (10) months Duties and ResponsibilitiesBackground The main mandate of the United Nations Human Settlements Programme (UN-Habitat) is to promote sustainable development of human settlements and policies conducive to adequate housing for all. Within this framework, UN-Habitat supports central and state governments, as well as local authorities and other partners for the implementation of the Habitat Agenda, the 2030 Agenda with the Sustainable Development Goals and the New Urban Agenda. UN-Habitat helps the urban poor by transforming cities into safer, more inclusive, compact, integrated, resilient and connected places with better opportunities where everyone can live with dignity. It works with organizations at every level, including all spheres of government, civil society, and the private sector to help build, manage, plan and finance sustainable urban development. The Regional Office for Latin American and the Caribbean โ€“ ROLAC โ€“ is based in Rio de Janeiro, Brazil. The Agency puts emphasis in developing and managing activities in the host country. Indeed, for the past years, UN-Habitat has expanded its portfolio in Brazil by working with the three tiers of government to support the formulation and implementation of more effective, sustainable, participative, and socially fairer urban economic, social, and environmental policies. UN-Habitat initiated a project with the State Government of Rio de Janeiro (Governo do Estado do Rio de Janeiro โ€“ GERJ) that aims to strengthen urban resilience in the State of Rio de Janeiro based on the implementation of the 2030 Agenda and the New Urban Agenda principles. The project helps the State to achieve urban prosperity while implementing global sustainable urban development agendas. In particular, the proposal focuses on increasing its urban resilience through the development of disaster prevention and mitigation actions. In order to support the implementation of Inclusive and Sustainable Rio, we are looking for a Consultant (Video Maker) to capture event coverage and assist with scripting and editing videos that promote the project's initiatives. Report to UN-Habitat Manager The Consultant reports to the Head of Brazil Office, who will evaluate him/her. Responsibilities The Consultant (Video Maker) will support the implementation of the project, and its activities, with the following responsibilities: a) Participate and provide video and photo coverage of the projectโ€™s events. b) Video production, editing and subtitling. c) Maintain a shared and organized archive of all the multimedia produced. d) All Software licenses for editing images must be the property of the Video Maker, as well as it is their (his/her) responsibility to bring all audiovisual equipment, if needed, to perform the described activities (cameras, lenses, flashes, microphones, batteries, tripods, connectors, and cables) - excluding UN-Habitat of any liability for damage or cost related to it. The consultant will be responsible for completing all courses and training activities that are indicated to him/her by his/her supervisor. The security course BSAFE, from UNDSS, is required to be accredited during the first month of employment. The consultant will be responsible for his/her own security, so the person should get familiarized with United Nations security mechanisms and comply with them according to the Framework of Accountability for the United Nations Security Management System. Outputs/Work Assignment The consultant shall assist the implementation of the project, according to the stated responsibilities and the delivery of the following products: Product 1: Voluntary Local Reviews Events Coverage The first product refers to the coverage of the launch event for the Handbook for the Preparation of Voluntary Local Reviews, as part of the Inclusive and Sustainable Rio initiative. The coverage will be conducted in person and will include both photos and videos of the event. Deliverables consist of one main video of approximately two minutes, highlighting the event and the project, and featuring at least two interviews with participants, as well as up to five vertical videos of approximately one and a half minutes each, designed for Instagram Reels. These shorter videos will capture the onsite exhibition, workshops held throughout the agenda, and participant testimonials. Expected delivery date: 20 days after the contract is signed. Product 2: Institutional Video Production This product includes the on-demand production of up to two institutional videos in horizontal format, each approximately three minutes long and delivered in 4K quality. Scripts will be provided by the projectโ€™s Communication team. Expected delivery date: 60 days after the contract is signed. Product 3: Urban Circuit event coverage This product refers to the coverage of the Urban Circuit event coverage and workshops with materials that the team will produce. This includes the production of audiovisual materials capturing the participation of the initiative in the event. The deliverables consist of one main video of approximately two minutes, featuring footage from the event and at least two interviews with participants that the team will provide, as well as two vertical videos of approximately one and a half minutes each, tailored for Instagram Reels. All video scripts must be submitted for review and approved by the projectโ€™s Communication and Technical teams prior to production. Expected delivery date: 80 days after the contract is signed. Product 4: Disaster Risk and Vulnerability Assessment Launch Event Coverage The fourth product refers to the coverage of the Disaster Risk and Vulnerability Assessment Launch Event, part of the Inclusive and Sustainable Rio initiative, to be held in person in the city of Rio de Janeiro. The deliverables include photos and videos documenting the event, as well as up to two vertical videos of approximately one and a half minutes each, designed for Instagram Reels. Expected delivery date: 100 days after the contract is signed. Product 5: Short-Format Video Production This product covers the production of up to ten short-format vertical videos, each approximately 90 seconds long and optimized for social media platforms such as Instagram Reels. All videos will be delivered in 4K quality. Scripts will be provided by the projectโ€™s Communication team. Expected delivery date: 280 days after the contract is signed. Qualifications/special skillsEducation Required: โ€ข Bachelor's degree in Communications, Journalism, Marketing, Public Relations, Film Studies or related fields or additional three (3) years of relevant experience to the post, beyond the requirement. Work experience: โ€ข A minimum of three (3) years of professional experience in video editing, production and photography is required, with a portfolio provided upon request. โ€ข Experience with workshops and public events documentation is desirable. โ€ข Knowledge of local context is desirable. Skills: โ€ข Proficiency in the use of software such as Adobe Premiere or equivalent and Adobe Photoshop is required. โ€ข Good computer skills in Windows, as Microsoft Office, Outlook, Microsoft Teams, and Web search engines is required. โ€ข Good understanding of social media platforms (Facebook, Twitter, Instagram, YouTube, etc.) and its different dynamics and characteristics for adequate application of graphic design products is required. โ€ข Experience related to the UN and/or any other international agency is desirable. Competencies โ€ข Professionalism: Experience working in an inter-institutional environment, project management, monitoring-evaluation; approaches and strategies regarding good urban governance and local and regional development. โ€ข Planning and organization: Professional approach to work, strong sense of responsibility, operate with minimal supervision; proven organizational skills and ability to manage a workload efficiently and within set deadlines. โ€ข Communication: Ability to write clearly and effectively; listen to others, interpret messages correctly and respond appropriately; show openness in information sharing and keep everyone informed; solid abstract reasoning skills together with a proven capacity to write documents for diverse audiences. โ€ข Teamwork: Ability to work with teams, demonstrate leadership, conflict management and consensus facilitation skills; ability to work in a multicultural and multi-ethnic environment, and to respect diversity; sensitivity to the main streaming of vulnerability; willingness and ability to work in difficult environments. Knowledge Management โ€ข The person must know the processes, procedures, and norms of UN-Habitat, to guarantee an adequate quality of the activities described above, following the standards of the organization. โ€ข The person will propose formats and procedures that allow the efficient implementation of the activities related to the project development. โ€ข The person must know the file of the Office, work with it, and ensure its proper maintenance, accessibility for all staff, and due updating. โ€ข The person will prepare databases related to the project running. โ€ข The person will make sure that all relevant technical information will be adequately shared with the correspondent staff. โ€ข The person will ensure that all produced material will be fit-for-purpose and delivered, in an organized way, for posterior consultation and use of the Agency. โ€ข The person will only share the information produced with the team agency, assuring the privacy of the content. Languagesโ€ข English and French are the working languages of the United Nations Secretariat, and Spanish is the working language of the Regional Office. โ€ข For the post advertised, fluency in Portuguese is required. Working knowledge of Spanish and English are desirable. Additional InformationTravel details: The consultant must be available to travel to the places related to the activities in the country, if requested by the Head of Brazil Office. Missions will be coordinated and financed by UN-Habitat, according to the United Nations travel rules and guidelines.
