1.ย ย ย ย ย ย  Purpose of the Consultancy

ย 

This consultancy aims to support the Government of Egypt (GOE) in its efforts to achieve progress towards Universal Health Coverage (UHC) through strengthening its health system. As part of WHO support to UHI implementation in Egypt, WHO will contract with a national consultant with public health experience in the context of Universal Health Insurance (UHI) system. The consultant will be responsible for the overall completion of the work and expected deliverables. The following section show specific tasks, expected duration and the implementing entity.

2.ย ย ย ย ย ย  Background

ย 

Egypt endorsed UHI law in 2018 to achieve UHC. With proper implementation, UHI provides the means to ensuring that everyone has access to needed quality health services without suffering financial hardship. The government plan is to roll-out the system geographically in six phases over a 10-year period. By then, all Egyptians are to be covered on a mandatory basis through whole family membership.

As such, three organizations were created: The Universal Health Insurance Authority (UHIA) as a payer, General Authority for Healthcare (GAHC) as the public provider, indicating a split in service provision from the Ministry of Health and Population (MOHP), and the General Authority for Healthcare Accreditation and Regulation (GAHAR).

WHO is committed to supporting the government of Egypt in its pursuit to achieve UHC, by addressing current and upcoming challenges through its wealth of technical expertise. WHO Egypt worked with the GoE to operationalize this concept and make UHC a reality. WHO support is based on the priorities needed for health systems strengthening and health security, ranging from Health governance and leadership upgrade, Health workforce development, health services quality enhancement, implementing equitable health financing reforms, medical products and devices support.

The Health Systems Reporting Officer liaises with various local partners mainly to secure data collection, to review technical reports and provide appropriate feedback as well as to coordinate implementation activities. Partners include national counterparts as well as other national and international stakeholders relevant to the designated areas of work.

3.ย ย ย ย ย ย  Work to be performed:

ย 

Deliverable 1: Propose a clear conceptual but practical framework guiding the implementation of activities in projects supporting UHI/UHC.

ย 

Output 1.1: Draft tools and action plans for data collection, training staff and implementing data collection activities.

Output 1.2: Provide technical support through meetings, consultations, site visits, and workshops in collaboration with MOH counterparts and WCO Health Systems Team.

Output 1.3: Facilitate the review of the project documents.

Deliverable 2: Management of Technical Reports and Documentation

ย 

Output 2.1: Consolidate collected data and provide feedback for coordinated reporting.

Output 2.2:ย  Review reports, proposals, and relevant documents related to the project.

Output 2.3: Ensure timely and accurate submission of all required documentation according to the agreed project contract.

4.ย ย ย ย ย ย  Specific requirements

ย 

ย ย ย ย ย ย ย ย  i.ย ย ย ย ย ย ย ย ย ย ย  Qualifications required:

ยงย  University degree in medicine and/or related fields.

ยงย  Desirable: Postgraduate degree in Public Health or related fields.

ย 

ย ย ย ย ย ย  ii.ย ย ย ย ย ย ย ย ย ย ย  Experience required:

ยงย  At least 2 years of experience required in health facility coordination at national or international level.

ยงย  Experience in capacity building and demonstrate knowledge of health sector activities.

ยงย  Very good knowledge of health system strategies and policies relevant to the objective of extending health coverage with quality affordable health services.

ยงย  Knowledge of WHO mandate and goals or experience in UN Organizations, World Bank, international institutions or NGOs is considered an asset.

ย ย ย ย  iii.ย ย ย ย ย ย ย ย ย ย ย  Skills / Technical skills and knowledge:

ยงย  Analytical skills in Health Systems and Health Care Management.

ยงย  Very good experience in MS office and statistical analysis packages.

ยงย  Knowledge in drafting and producing effective policy relevant information products, reports briefs, discussion papers, etc.

ยงย  Very good communication skills in a credible and effective manner, time management and teamwork.
