Inventory of project outputs A consolidated inventory of key outputs from plastic waste-related technical assistance projects funded by Norad, NREF, and other donors (approx. 15โ€“20 documents). User-friendly, publication-ready documents Reformatted and edited versions of at least five (5) selected outputs (e.g. legislative analyses, technical reports, or guidance materials relating to addressing plastic pollution under the BRS conventions), ready for layout and publication. Updated website content Revised and updated content for the plastics section of the BRS Secretariat website, reflecting new publications and presenting information in an accessible and coherent format. Estimated length: 25โ€“30 pages 1) First draft: 28 November 2025 2) Final draft: 31 December 2025 Work LocationAnywhere Expected duration25/08/25-31/12/25 Duties and ResponsibilitiesThe United Nations Environment Programme (UNEP) is the leading global authority on the environment, setting the global environmental agenda, promoting the coherent implementation of the environmental dimension of sustainable development within the United Nations system, and serving as an authoritative advocate for the global environment. The Secretariat of the Basel, Rotterdam and Stockholm Conventions (BRS Secretariat) administers three multilateral environmental agreements that aim to protect human health and the environment from hazardous chemicals and wastes. At its fifteenth meeting in May 2019, the Conference of the Parties to the Basel Convention adopted amendments to include plastic waste under the Conventionโ€™s legally binding control mechanism. These amendments aim to enhance the transparency and regulation of global plastic waste trade and promote its environmentally sound management. To support implementation, a new Partnership on Plastic Waste was launched to mobilize stakeholders across government, business, academia and civil society, and to provide practical tools and technical assistance. To support Parties in implementing the amendments, the Secretariat has been carrying out a series of technical assistance projects funded by donors such as the Norwegian Agency for Development Cooperation (Norad), the Norwegian Retailersโ€™ Environment Fund (NREF), and others. The consultant will support the BRS Secretariat in enhancing the visibility, accessibility and impact of the outputs relevant to plastic waste projects. In close consultation with programme officers and the Public Awareness and Outreach team of the BRS Secretariat, the consultant will consolidate existing deliverablesโ€”such as legislative analyses, reports and guidance documents addressing plastic pollution under the BRS conventionsโ€”into user-friendly publications and outreach materials. The consultant will liaise with UNOG Publications or other relevant publishers to finalize and disseminate these materials. The consultant will also contribute to updating the plastics section of the BRS website to ensure that outputs are presented in a coherent and accessible format. In addition, the consultant will assist in preparing a monitoring and evaluation report covering the Norad- and NREF-funded plastic waste projects. This will include conducting interviews with key stakeholders, such as beneficiaries, Basel and Stockholm Convention Regional Centres, and external experts. The report will assess progress against project objectives and highlight achievements, challenges and lessons learned. Under the supervision of the Senior Programme Management Officer and in close collaboration with relevant teams within the BRS Secretariat, the consultant will: a) Review existing outputs produced under the plastic waste-related technical assistance projects funded by Norad, NREF and other donors; b) Consult with BRS programme officers and the Public Awareness and Outreach team to identify priority deliverables relating to plastic waste projects for publication and outreach; c) Consolidate selected outputsโ€”such as legislative analyses, reports, and guidance documentsโ€”into accessible, user-friendly formats suitable for publication; d) Coordinate with UNOG Publications or other relevant publishing entities to finalize and disseminate the materials; e) Support the update and enhancement of the plastics section of the BRS Secretariat website, ensuring past and ongoing projects, including workshops, outputs, etc., are presented in a clear, coherent and accessible manner; f) In close cooperation with BRS programme officers, prepare a draft monitoring and evaluation report on the plastic waste-related projects funded by Norad and NREF, assessing progress against project objectives; g) In close cooperation with BRS programme officers, conduct interviews with key stakeholders, including beneficiaries, Regional Centres, and external experts, to inform the evaluation; h) Assist BRS programme officers to identify key lessons learned, achievements and challenges in project implementation with regard to plastic waste projects, and recommend areas for improvement. Qualifications/special skillsA first-level university degree (Bachelorโ€™s or equivalent) in environmental studies, law, international development, public policy, natural sciences, or a related field is required. An advanced university degree (Masterโ€™s or equivalent) in a relevant field is desirable and may be accepted in lieu of relevant work experience. A minimum of 1 year of professional experience related to monitoring and evaluation, strategic communications, or international environmental governance is required. โ€ข Familiarity with the work of multilateral environmental agreements, in particular the Basel, Rotterdam and Stockholm Conventions, the United Nations system is desirable, especially in the context of plastic pollution. LanguagesEnglish is the working language of the Secretariat. For this consultancy, fluency in written and spoken English is required. Knowledge of French or another official UN language is an asset.
