Result of ServiceThe objective of this consultancy is to support the successful design and delivery the โ€œWorkshop for Judges and Prosecutors on UAE Competition Lawโ€ that is scheduled to take place on 10โ€“12 November 2025 in Dubai. The Consultant(s) will work closely with ESCWA and the UAE Competition Department to prepare comprehensive training materials, including a summarized benchbook (laws, guidelines, reference cases, and practical notes) and supporting presentation slides, serving as a practical reference tool for judges and prosecutors that ensure the workshopโ€™s learning outcomes are achieved. This will ultimately support the UAEโ€™s efforts to effectively enforce its competition law in line with national development strategies and international best practices. Work LocationRemotely Expected duration1 month Duties and ResponsibilitiesThe United Arab Emirates (UAE) has made competition protection a cornerstone of its economic policy, establishing legal and institutional mechanisms to foster a fair and competitive business environment. In 2023, the UAE updated its competition law framework with the issuance of Federal Law No. 36 of 2023 (replacing the previous Law No. 4 of 2012. This new law strengthens the regulation of competition, expanding the scope of prohibited practices (such as abuse of economic dependence and predatory pricing) and introducing modern concepts of market oversight to address emerging economic challenges. Upholding a competitive market is vital for consumer welfare and sustainable economic growth, and the updated law aims to promote an efficient business environment while preventing practices harmful to competition. Given the judiciaryโ€™s pivotal role in resolving competition-related disputes, it is essential that judges and prosecutors possess a strong understanding of the new legal framework and its practical application. In this context, the Competition Department at the UAE Ministry of Economy has sought the support of the United Nations Economic and Social Commission for Western Asia (ESCWA) to organize a Judicial Training Workshop on UAE Competition Law. This initiative aims to equip a select group of judges and public prosecutors with comprehensive knowledge of Federal Law No. 36 of 2023, as well as the legal and procedural tools necessary for adjudicating competition cases effectively. Through this workshop, participants will enhance their ability to analyze competition cases, understand associated legal and economic challenges, and effectively enforce the new law, thereby contributing to economic justice and investor confidence in the UAEโ€™s business environment. ESCWA, leveraging its mandate and technical expertise in competition law capacity-building, will bring international best practices and comparative insights to strengthen the judicial capacity in this domain. In coordination with ESCWA and the UAE Ministry of Economyโ€™s Competition Department, the Consultant will undertake the following duties and responsibilities: โ€ข Develop a concise set of training materials (slides, reference notes, case examples). o Including a short reference pack for judges and prosecutors (benchbook-style summary or similar, key precedents or similar, etc..). โ€ข Deliver technical presentations and facilitate selected workshop sessions. โ€ข Coordinate with other experts to ensure coherence of interventions. โ€ข Liaise with ESCWA and UAE partners for feedback and validation. Qualifications/special skillsA PhD. degree in Law, Economics, or a related area is required. All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed. A minimum of 10 years of professional work experience in competition law, antitrust economics, or economic regulation is required. LanguagesEnglish and French are the working languages of the United Nations Secretariat, and Arabic is a working language of ESCWA. For this position fluency in English is required.
