Presentation(s) of results to date. 5. Final study, including a recommendation for the Parties, an executive summary. Work LocationRemote Expected durationNine months Duties and ResponsibilitiesORGANIZATIONAL SETTING The United Nations Environment Programme is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. At the 1992 Earth Summit in Rio de Janeiro, world leaders agreed on a comprehensive strategy for 'sustainable development'. The Convention on Biological Diversity was opened for signature in Rio in 1992. The Convention has 196 Parties and has three main objectives: the conservation of biological diversity, the sustainable use of its components, and the fair and equitable sharing of the benefits arising from the use of genetic resources. The Secretariat of the Convention on Biological Diversity (SCBD) is located in Montreal and is administered by the United Nations Environment Programme. Its main tasks are to arrange for and service meetings of the Conference of the Parties, including preparation of pertinent documentation, operation of the central node of the clearing-house mechanism, liaison and coordination with other international bodies and processes and, in close collaboration with these partners, the provision of technical support for the effective implementation of the Convention. The Access and Benefit Sharing Unit of the Secretariat of the Convention on Biological Diversity serves the Conference of the Parties on issues related to the third objective of the Convention. Duties and Responsibilities Under the overall supervision of the Senior Programme Management Officer and the direct supervision of the DSI Programme Management Officer, the Consultant will perform the following duties: 1) Review relevant literature and conduct a comprehensive overview of existing international funds or other international frameworks that receive contributions from the private sector. This will include an analysis on any existing contribution rate models, or broader existing models for similar contexts, and any implications for revenue generation and economic competitiveness on the side of the private sector entities. In order to complete this, research into both listed (in a stock exchange) and unlisted entities should be completed. 2) Draft a concept note for the study and the methodology to be used, for discussion and approval. 3) Taking into account the current indicative contribution rates as outlined in decision 16/2, build pertinent models for setting private sector contribution rates for the Cali Fund, while considering the sectors that directly and indirectly benefit from the use of digital sequence information on genetic resources in their commercial activities. On sectors, the consultant must cover as many sectors as possible from those that would be required to contribute to the Cali Fund, as outlined in Enclosure I. In order to complete this, research into both listed (in a stock exchange) and unlisted entities might be required. 4) Implications for revenue generation and economic competitiveness as well as other potential impact metrics must also be indicated. In doing so, care must be taken to include a representative sample of countries from all regions. 5) Engage with Parties and relevant stakeholders, as applicable, to inform the study. 6) Present the concept note and/or interim results and recommendations of the study to the Steering Committee of the multilateral mechanism, and others as requested by the Secretariat. 7) Following a peer-review process, incorporate feedback and suggestions, in coordination with the Secretariat of the CBD. 8) Finalize the study, including all data sources, any models on contribution rates that ensure financial sustainability of the Cali Fund as well as foster economic competitiveness, recommendations, and an executive summary. 9) Ensure regular communication with the Secretariat, providing updates on the progress of the study and key findings. 10) Participate in meetings and consultations, as applicable, ensuring the study aligns with the project goals and addresses stakeholder concerns. The consultant will be expected to provide a clear, human readable explanation of procedures used for validation and proof of the factual accuracy of empirical evidence used in the report.] Qualifications/special skillsAcademic qualifications: • Advanced degree in economics, finance, accounting or international environmental sciences and/or equivalent experience of financial modelling is required. Experience: • A minimum of 5 years of work experience (10 years is preferred) in areas related to international private finance, industrial economics, financial policy appraisal, international funding strategy is required. • Experience in analyses at the international scope is required, at the global scope is desirable. • Interdisciplinary experience is desirable. Skills: • Capacity to identify and understand the scope and context of the study and propose the best analytical and innovative method for its assessment is essential. • Excellent understanding of private sector resource mobilization, global economics, finance and international, multilateral or environmental processes. • Excellent stakeholder understanding, ability to navigate across sectoral interests required. • Excellent knowledge of international relations and the inter- and cross-cultural skills to interact with representatives of diverse stakeholders and rightsholders globally. • Excellent and demonstrated analytical, writing and communication skills and an ability to work with minimal supervision and to deliver results within agreed deadlines are required.
