The International Federation of Red Cross and Red Crescent Societies (IFRC) is the worldโs largest humanitarian organization, with a network of 191-member National Societies (NSs). The overall aim of the IFRC is โto inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by NSs with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.โ The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.
IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.
IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.
IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.
IFRC has a zero-tolerance policy on conduct that is incompatible with the aims and objectives of the Red Cross and Red Crescent Movement, including sexual exploitation and abuse, sexual harassment and other forms of harassment, abuse of authority, discrimination, and lack of integrity (including but not limited to financial misconduct). IFRC also adheres to strict child safeguarding principles.
Job Purpose
In Cameroon, the primary vector control strategy is the use of Long-Lasting Insecticidal Nets (LLINs). To date, four mass distribution campaigns have been conducted:
The first in 2011, with the distribution of approximately 8,654,731 LLINs; The second between 2015 and 2016, with nearly 11,761,972 LLINs distributed; The third in 2019/2020, with 10,440,128 LLINs distributed out of the 14,697,104 planned (distribution in the Centre Region, funded by the State, did not occur); The fourth in 2022/2023, with 13,030,921 LLINs distributed out of 16,756,200 planned (distribution in the South and Centre regions, again State-funded, did not take place).
Despite these efforts, universal coverage has not yet been achieved. According to the 2021 MIS (Malaria Indicator Survey), only 72.3% of households own at least one LLIN, and only 55.6% of the population uses them. Cameroon is preparing for its fifth mass LLIN distribution campaign, scheduled for 2025โ2026. This campaign, co-funded by the Global Fund and the Government of Cameroon, aims to distribute 17,420,692 LLINs free of charge across the countryโs ten regions.
It will occur in two phases:
Phase 1 (June 2025): Far North, North, Adamawa, Rural Littoral, East, West, and South regions โ fully funded by the Global Fund. Phase 2 (June 2026): Centre, Urban Littoral, North-West, and South-West regions โ fully funded by the State.
Only dual active ingredient (DAI) LLINs will be distributed during this campaign. Additionally, some components of the campaign (e.g., microplanning, supervision, and logistics management including net bale scanning at certain storage levels) will be digitized.
To support these innovations and ensure quality implementation, the National Malaria Control Program (NMCP) has developed a macroplanning package with support from the Alliance for Malaria Prevention (AMP), which includes:
An implementation plan, A logistics plan, A digitization plan, A risk analysis and mitigation plan, A detailed timeline, A monitoring and evaluation (M&E) plan, A detailed budget.
Main Objective
The consultant will provide technical assistance in strategy, operations, and M&E, both remotely and in-country, to support Phase 1 of the LLIN campaign planned by the end of 2025. This support will include:
Microplanning, including the development of tools and facilitation of trainings at central and regional levels; Operational support for campaign implementation.Job Duties and Responsibilities
