Purpose of consultancy
The WHO Academy will deliver advanced digital and in-person learning to health policy practitioners, health workers and WHO workforce. The WHO Academy will organise upon request of the Director General, a series of masterclasses for all senior managers in the organisation. The rationale behind developing a comprehensive leadership learning programme stems from the recognition that the success of the organization relies heavily on the capabilities and competencies of its leadership cadre. This includes strengthening the WHO leadership teamโs capacity to facilitate and mediate conversations, manage difficult conversations and lead with empathy. The programme targets around 255 WHO Representatives (126) and D1-2 Directors (129) in regional offices and headquarters for the initial batch. This leadership programme will be a collaborative effort between the WHO Academy, WHOโs Department of Human Resources and Talent Management (HRT), and the Director-General's Office (DGO).
Background
The World Health Organization's Academy (โThe Academy') is a new state-of-the-art learning institution that aims to revolutionize lifelong learning for health impact and reach million learners around the world. Based in Lyon, France, the Academy Campus will offer a wide range of learning modalities (on-line, face-to-face and blended); digital, in-person learning via the hub in Lyon or through the campus network, as well as portable learning laboratories designed for contexts where participants cannot travel or access the digital learning platform. The Academy is an integral part of the WHO under the management authority of the Director-General. The overall goal of the Academy is to advance the learning and human development component of WHO's General Programme of Work (GPW) and health sustainable development goals. More specifically the Academy will: enhance the competencies of millions of people through cutting-edge digital learning and hybrid learning, including leaders, practitioners, catalysts and lay people.ย
Deliverables
- Objective 1: Masterclass, assessments, Capstone Projects, and Seminar Delivery
- Up to 7 Masterclasses: Tailored to Phase 2 objectives, in collaboration with the WHO Academy delivery team, ensuring masterclasses are delivered for high-level senior leaders.
- Delivery Modalities: Collaborate to define and adapt the modality of each session to suit the regional/country context, ensuring that the content aligns with local needs and dynamics.
- Seminar Facilitation and Moderation: Actively participate in facilitating and moderating sessions, including 1 seminar at the Academy premises for the Leadership Excellence Programme, in collaboration with WHO regional offices.
- Objective 2: Training Program Implementation Guidelines
- Implementation Guidelines and Process Documentation Delivered: Develop and submit comprehensive guidelines and process documentation to ensure a coordinated and seamless delivery of the Leadership Excellence training program in Phase 2.
- Gap Analysis and Feedback Report: Provide a report on gap analysis from Phase 1, along with actionable recommendations to address stakeholder needs and improve program effectiveness for Phase 2.
- Objective 3: Coordination and Stakeholder Engagement
- Leadership Excellence Program Coordination: Serve as the focal point for WHO Academy, ensuring the effective coordination and delivery of the Leadership Excellence training programs, and proactively enhance engagement and improve the quality of the program.
- Leadership Content Enhancement: In partnership with WHO regions, adapt and tailor some part of the program on leadership diplomacy specifically for senior leaders, ensuring the material is customized to align with regional contexts and needs.
- Network/Community of Practice Established: Build and foster a network or community of practice for WHO senior leaders, facilitating ongoing collaboration and knowledge sharing.

- At least 5 years of relevant experience in:
- Training design, learning delivery, or implementation, preferably in an international or health-focused organization;
- Senior leadership or management roles;

- Organizing events for senior management.

- Experience in agile management and project management.
