Project Context and Scope

The Innovation Working Group (IWG), established in 2024, is a key initiative under IOM Iraq to foster a culture of innovation across its operations. The group aims to enhance creativity and collaboration within IOM and with external partners, including other IOM missions, UN agencies, academia, government institutions, and local stakeholders.

IWG facilitates cross-divisional learning exchanges, promotes knowledge sharing, and documents innovative practices. It encourages staff participation through idea-sourcing platforms, innovation challenges, and hackathons, while also supporting skill development via structured training in innovation tools and methodologies.

To guide its work and strengthen internal capacity, the IWG seeks a qualified consultant or company to develop a practical Innovation Roadmap and deliver a 3-day in-person workshopย for around 20 IOM staff tailored to the needs of IOM Iraq staff.

Deliver engaging, practical training on innovation methods and their application in a humanitarian and development context, in Iraq. ย  Organizational Department / Unit to which the Consultant is contributing
IOM Iraqย Transition and Recovery Division unit.ย The consultant will report directly to the National Livelihood Officer. Tasks to be performed under this contract
1. Review & Planning

Conduct an assessment of IWGโ€™s current tools, activities, and innovation practices and their alignment with broader organizational frameworks such as IOMโ€™s Innovation Concept and methodologies and, where relevant, the UN 2.0 agenda. Consult key IWG members and stakeholders in the organisation (including mission, RO and HQ), to identify needs, expectations, and opportunities 2. Workshop Design & Delivery Design and deliver a 2-day interactive, in-person workshop for IOM staff in Erbil, covering: Core innovation concepts (e.g., design thinking, systems thinking, prototyping, agile methods) tailored to the operational realities of humanitarian settings Real-case exercises to promote collaboration and creative problem-solving Action planning to structure a roadmap on how to integrate innovation into day-to-day operations Provide all training materials (slides, handouts, tools/templates) in English 3. Reporting Submit a final report summarizing: Key findings from the initial assessment Draft structure of the roadmap, to be finalised by IOM mission Workshop outcomes, including participant feedback Recommendations for sustaining innovation practices

The entire process should be carried out in close consultation with the requesting unit in IOM. ย  Performance indicators for the evaluation of results
Proven experience in facilitating innovation workshops or strategic planning sessions.

Strong understanding of innovation methodologies and practical roadmap development. Experience working in similar cultural and organizational contexts is preferred. Proven track record with international organizations or NGOs (for companies, at least two similar projects) At least 5 years of relevant experience in roadmap development and innovation training Excellent facilitation and communication skills and Strong facilitation, coaching, and English presentation skills.
