THE ORGANIZATIONAL SETTING

The Capacity Development and Implementation Bureauย (CDI) provides advice and assistance in the development and implementation of projects across the full spectrum of civil aviation aimed at the safety, security, environmental protection, and sustainable development of national and international civil aviation. The Programme is conducted under the broad policy guidance of the ICAO Assembly and of the Council. Subject to general guidance by the Secretary General, the Capacity Development and Implementation Programme is executed by the Capacity Development and Implementation Bureau (CDI).ย 

CDI also establishes and enhances strategic partnerships to advance the Sustainable Development Goals (SDGs), gender equality and the inclusion of young professionals into the workforce with a diverse range of stakeholders and actors to leverage the diverse capabilities, resources and knowledge of ICAOโ€™s partners, while ensuring alignment to the Organizationโ€™s highest values. CDI drives and coordinates ICAOโ€™s work on Assembly Resolution A41-26 ICAOย Gender Equality Programme: promoting the participation of women in the global aviation sector. The ICAO Gender Equality Programme is operationalized by an Implementation Plan 2.0, which strives to enable the Secretariat to deliver on its accountabilities mandated by the UN system more efficiently, resulting in an effective mainstreaming and implementation of gender equality objectives at ICAO. The Organization is now recruiting a consultant to facilitate a global study on challenges and opportunities related to enhancing womenโ€™s participation and development in the aviation sector. The consultant reports to the Chief, Partnerships, Sustainable Development Goals and Gender in CDI. MAJOR DUTIES AND RESPONSIBILITIES ย  Function1 (incl. Expected results)

Lead on the development of the Landmark Study on Women in Global Aviation, as part of the broader Gender Equality Project under ICAOโ€™s Transformational Objective (TO),ย achieving results such as:

Conduct extensive desk-based research to identify existing relevant research and datasets. Consult with senior experts in the aviation sector to extract primary data. Develop a comprehensive research plan to identify detailed scope and methodology of the study. Develop questionnaire to be submitted to relevant stakeholders to extract primary data. Identify relevant stakeholders and distribute the questionnaire. Collect and analyze data of questionnaire under both a qualitative and quantitative lens, using previous experience in conducting both quantitative and qualitative research in the field of gender mainstreaming in the space sector. Prepare outline of the report identifying the main sections based on both the desk-based research and the first findings of the data collection. Draft a report based on the findings of both the primary and secondary data collected and finalize the report following supervisorโ€™s feedback. Draft a research proposal to continue the research and deeper analyse of the different dimensions of the topic according to lessons learned Prepare presentations regarding the methodology, findings, and next steps of the study tailored to both a technical and high-level political audience. Function 2 (incl. Expected results) ย  Support the Bureau in outreach and coordination with relevant stakeholders related to data gathering for preparation of the Landmark Study,ย achieving results such as:ย  Support the gender team in coordination and implementation of relevant deliverables of the gender Equality project within the Transformational Objective.ย  Liaise and collaborate with the Aviation Data and Analysis Section in the Air Transport Bureau (ATB) as it relates to gender disaggregated data. Provide input to the work of the Aviation Data and Analysis Panel (ADAP) on gender and participate in meetings as needed. Liaise with the ICAO Regional Office withing the scope of the Study and as needed. When requested, represent ICAO in relevant meetings and fora. Function 3 (incl. Expected results)

QUALIFICATIONS AND EXPERIENCE ย  Educational background

An advanced university degree (masterโ€™s degree or academic equivalent), preferably in business or public administration, gender studies, project management, law, economics, development studies, international relations, marketing or a related field, is required.ย 

Professional experience and Knowledge ย  Essential At least seven years of experience with demonstrable understanding of gender equality and the empowerment of women. Demonstrated experience producing high quality knowledge products on gender analysis. Solid experience in analytical research in a multinational context, requiring complex coordination with diverse stakeholders (governments, the UN system, financial institutions, private sector, etc.) Excellent networker and team-player Excellent writing skills to facilitate development of studies, policies and frameworks, reports etc. Logical thinker with strong analytical skills Desirable Familiarity with the aviation sector. Experience and/or familiarity with the United Nations system.
ย  Language Skill ย  Essential
Fluent reading, writing and speaking abilities in English.ย  Desirable A working knowledge of any other language of the Organizationย (Arabic, Chinese, French, Russian, Spanish). COMPETENCIES
