Funded by the Republic of Korea, FAO is implementing โAssuring the Future of Forests with Integrated Risk Management
(AFFIRM) work planning between 2023 and 2026โ. This AFFIRM Mechanism is proposed as a way to address known gaps in data
needs, information, and understanding of forest-related risks. AFFIRM is piloted in four countries in its first phase (including Cambodia, Lao Peopleโs Democratic Republic, Thailand and Viet Nam), using the skills and expertise of a demonstration country (the Republic of Korea). Recognizing the threat of damaging wildfires globally, AFFIRM will initially address integrated fire management.
This position is an in-field role for a trainer who will develop and conduct a โtraining of trainersโ in fire suppression in four separate countries โ Cambodia, Lao PDR, Thailand and Viet Nam.
Developmentย
The Fire Suppression Training Consultant will prepare a 5-day class that teaches new trainers โhow to teachโ a fire suppression course. ย The second week of the workshop will be run as an on-the-job coaching clinic while teaching a fire suppression course, whereby the new trainees will each take turns in presenting materials to a student class and the Training Consultant will coach and mentor their delivery to help improve the trainee capacity as a trainer.
A separate two week training class will be held in Cambodia, Lao PDR, Thailand and Viet Nam, following the same materials in a different country and different language.
The Fire Suppression Training Materials (available)
The fire suppression training materials (which the local trainees will use to teach a local class) are already prepared and translated into four national languages. ย The Fire Suppression Training Consultant will be teaching the new trainees how to deliver these materials. ย
The Fire Suppression Training Consultant will be working in English, and a translator will translate to the local language.
The training materials are a one-day and three-day fire fighter class. The one-day class is targeted to communities living within and surrounding the forests, and the three-day class is targeted at the government, company and NGO firefighters. ย These are field fire suppression training classes, not management or fire analytics classes. ย Delivery will be conducted in forest-based field camps managed by government agencies or similar. ย
The fire training materials, which are already prepared, include detailed agenda / program, presentations (in PPT format), field exercises (in PPT format), and practice equipment (hand tools for dry firefighter training), which are already prepared and are to be used by the Fire Suppression Trainer Consultant. The training materials are prepared in English and translated to local languages, mirroring each other, allowing the trainer to work in English and a local translator to provide language interpretation, and on-screen materials to be in the local language.
The Fire Suppression Trainer Consultant will review and appreciate the materials and hold detailed discussions regarding the materials with the developers, including the AFFIRM Lead Technical Officer (LTO), the AFFIRM CTA and other fire management consulting experts, as required. ย It is expected that the Fire Suppression Trainer Consultant will become intimately familiar with the materials in a relatively short period of time.
The workshop locations, travel and transport logistics, accommodations, and training classrooms are prepared by the NPC in each country, and consultation with the national government counterparts.

The training classes will be held in field camps, or similar.
Reporting Lines
The Fire Suppression Trainer Consultant reports formally to the Assistant Director general (ADG) in FAORAP. Operationally and technically, the Fire Suppression Trainer Consultant will work with the Chief Technical Advisor (CTA) for the AFFIRM project based in Bangkok, Thailand. When working in each country, the Fire Suppression Trainer Consultant will work in close consultation with the National Project Coordinator (NPC) for the AFFIRM project in each country (four countries and four NPCโs).
Technical Focusย
The Fire Suppression Trainer Consultant will be teaching and delivering a โtraining of trainersโ (ToT) workshop to national based fire trainees in each country. ย The workshop will take place over a two-week period in each country.
During the first week the Training Consultant will be teaching a new set of trainees how to โteach the fire suppression classโ and discuss in detail the course materials enabling the trainees to become familiar and confident with the materials, and how to deliver them. ย During the second week of workshop the trainees will conduct an โon-the-jobโ training of a fire suppression class, via actual teaching of the fire suppression class to new students, and the Training Consultant will act as a coach and mentor for the new trainees. ย
Tasks and responsibilities
โข ย ย ย ย Develop a five-day โtraining of trainerโ class in a format matched to the fire suppression training materials. ย The agenda and program for the five-day class will be shared and agreed with the LTO and CTA prior to conduct of the first course, in-country.
โข ย ย ย ย Work in close collaboration with the CTA, NPC and government counterpart host in each country to assist with the timing and coordination of field-based training.
โข ย ย ย ย Work in harmony with a translator to assist with materials delivery in the local language.ย
โข ย ย ย ย When working at a training site, take the lead to engage with local staff for establishing a training classroom (and its set-up or adjustment) as well as working with the local staff to find a field location(s) that are suitable to conduct field-based exercises. ย
โข ย ย ย ย Participate in update meetings or presentations, from time to time to keep the CTA informed on progress.
โข ย ย ย ย Complete a post-training report on each country workshop.ย
โข ย ย ย ย Perform other firefighter training of trainer related duties as required.

Minimum Requirements
โข ย ย ย ย With Bachelor level degree a minimum of 12 years (level A), 7 years (level B), 3 years (level C) of relevant working experience in forestry, natural resources or similar OR more than 10 years as a trainer in National and International forest and fire management environments.ย
โข ย ย ย ย Past experience in the conduct of training of trainers programs.ย
โข ย ย ย ย Working knowledge of English, for written and verbal communication.
