ย To conduct wide stakeholder consultations and develop a digital health reference architecture for Cambodia and a five-year costed implementation plan.

3.ย ย ย ย ย ย Background ย
Cambodia's health information system (HIS) is characterized by fragmentation, with multiple uncoordinated systems operating across different health programmes and facilities. The lack of interoperability, standardized data governance, and integrated digital health solutions hinders access to good quality data for effective decision-making, resource allocation, and patient care continuity. Additionally, donor-driven investments in HIS often lack harmonization, leading to duplication of efforts and inefficiencies by taking up a lot of health workersโ time and effort. In order to address this key challenge, the Ministry of health of Cambodia intends to develop a digital health enterprise architecture blueprint that is informed by the national digital health strategy and a costed 5-year implementation plan 2026 - 2030 which would include an interoperability operational plan. The objective of the enterprise architecture blueprint and its costed 5-year implementation plan, or action plan, is to support the establishment of a unified, scalable, and interoperable HIS framework leveraging whole-of-government digital public infrastructure. Furthermore, the Enterprise Architecture is expected to ensure alignment of digital health investments with national health priorities, promote the adoption of global health data standards, and facilitate system integration to improve data-driven healthcare delivery and reduce the reporting burden on health workers.ย

The world Health Organization (WHO) in Cambodia aims to strengthen its support to the Ministry of Health and key stakeholders as they aim to harness digital health to improve health service delivery and seeks the services of a digital health enterprise architect to support the development of a digital health enterprise architecture blueprint and a costed implementation plan.

4.ย ย ย ย ย ย Deliverables
ย Output 1:ย Development of Cambodiaโs national digital health enterprise architecture blueprint.
Deliverable 1:ย Develop current state assessment report by conducting an in-depth analysis of the existing HIS ecosystem including infrastructure, services, applications, data flows and interoperability gaps through desk reviews and stakeholder consultations.
Expected by: ย 30 June 2025
ย
Deliverable 2: ย Develop the target enterprise architecture blueprint including system integrations, standards and data governance through country-wide stakeholder consultation and close coordination with the relevant units of the Ministry Health, leveraging digital health enterprise architecture best practice. Consultations should include stakeholders such as Ministries of Health, health workers, Ministry of Post and Telecommunications Ministry of Finance, donors, private sector, civil society, and more.

Output 2: ย Provide technical guidance on interoperability and integration based on the developed target enterprise architecture blueprint.

Deliverable 1:ย Develop an interoperability strategy document defining integration standards, APIs and frameworks to be used for seamless data exchange.

Deliverable 2: ย Develop context-specific guidance for key stakeholders to be able to implement standard data exchange protocols such as HL7 FHIR.

Output 3:ย Develop a costed 5-year implementation plan for the target enterprise architecture blueprint.

Deliverable 1:ย Develop a clear 5-year implementation plan for the target enterprise architecture which outlines the steps for transitioning from the current state to target state with clearly articulated timeline of activities, key milestones and checkpoints, dependencies, assumptions, and roles and responsibilities for each activity.

5.ย ย ย ย ย ย Qualifications, experience, skills and languages
ย Educational Qualifications:ย ย
Essential:ย ย Bachelorโs degree in computer science, software engineering or related field.
Desirable:ย Masterโs level degree in computer science, software engineering, public health, and related areas.
Experienceย ย
Essential:
-ย ย ย At least 7 years of experience working with countries in the field of digital health.
-ย ย ย Extensive work in digital health enterprise architecture, governance, interoperability and standards particularly, experience working with the HL7 FHIR standard.
-ย ย ย Experience in leading stakeholder consultations across a diversity of stakeholders.
-ย ย ย Proven experience as a solutions architect.
-ย ย ย Exposure to enterprise-level design principles, patterns and architectures
-ย ย ย Exposure to cloud-based service-oriented architectures
Desirable:
-ย ย ย Experience is mostly done at country-level.
-ย ย ย Experience in leading the development of a digital health enterprise architecture.
-ย ย ย Experience in working with countries in the WHO Western Pacific Region is an advantage.
