Result of Serviceโข OHCHR strengthens its Stakeholder relationships with DFI management, shareholders and civil society partners are strategically targeted and effective and enable OHCHR to deliver on its policy objective to strengthen the protection of human rights in DFI operations. โข OHCHRโs policy advocacy positions are thoroughly researched, well-targeted, and are reflected in advocacy positions of partners and, ultimately, in DFI operational policy outcomes and project results. โข OHCHR thought leadership on issues of human rights and development finance is enhanced through public and private engagement with key stakeholders, opinion leaders, and the media. โข Effective support is provided to community representatives, DFI management and/or shareholder governments in connection with emblematic projects financed by DFIs, resulting in the prevention and/or effective remedy of human rights violations. โข Effective support is provided to OHCHR and UN human rights mechanisms in relation to their engagements with DFIs, including the World Bank Group, and the International Monetary Fund.โ Work LocationWashington DC Expected duration12 months (100%) Duties and ResponsibilitiesThe Office of the United Nations High Commisisoner for Human Rights seeks a full-time Consultant based in Washington DC to strengthen and expand OHCHRโs bilateral relationships with Washington DC-based development finance institutions (DFIs), including the World Bank Group and Inter-American Development Bank Group. The Consultant will engage in technical cooperation and policy advocacy to advance the integration of international human rights standards into DFI policies and reform priorities. Under the direct supervision of the Chief Advisor, Development Finance Institutions (DFIs), the Consultant will be responsible for the following tasks: a) Undertake research, analysis, technical support and policy engagement with multilateral and bilateral DFIs in connection with operational policy review processes, with the aim of ensuring alignment with international human rights standards including the UN Guiding Principles on Business and Human Rights. b) Undertake research, analysis, technical support and policy engagement to support implementation of OHCHRโs โRemedy in Development Financeโ report (2022), including in connection with the IFC/MIGA Framework for Remedial Actions, and contributing to the preparation and dissemination of two OHCHR policy briefs on remedy in development finance. c) Provide follow-up technical support, stakeholder convening and policy engagement to support implementation of OHCHRโs โDFIs and Digital Risksโ report (forthcoming 2025), to ensure that a broad range of digital risks are explicitly integrated within DFIsโ core E&S risk management frameworks and are addressed more consistently and effectively in practice. d) Provide technical support to DFIsโ, independent accountability mechanisms, communitiesโ representatives and/or shareholder governments on human rights due diligence and remedy in connection with DFI-supported projects which are emblematic in character given their human rights risks and impacts and wider policy implications. e) Contribute to two (2) OHCHR policy briefs on topics concerning DFI operational policies and the environment (including DFIs and the Just Transition), support dissemination and provide technical support for implementation. f) Provide technical support to DFIs, independent accountability mechanisms, communitiesโ representatives and/or shareholder governments on human rights due diligence and remedy in connection with DFI-supported projects which are emblematic in character given their human rights risks and impacts and wider policy implications. g) Provide advice and technical support on request to OHCHR HQ, field presences and UN human rights mechanisms in connection with their engagements with DFI-financed projects at country level, and with the World Bank Group and International Monetary Fund in Washington DC.
