The International Organization for Migration (IOM) has developed a comprehensive Manual on Migration in response to the request of Ministry of Expatriatesโ€™ Welfare and Overseas Employment aimed at enhancing the capacity of civil servants who are pivotal in ensuring safe, orderly migration, dignified returns, and sustainable reintegration. To ensure the manual is visually appealing and aesthetically refined, professional formatting and design is required.2. Objective

The objective of this assignment is to format and design the Manual on Migration, delivering an engaging and consistent visual presentation that enhances understanding for civil servants and key stakeholders. The consultant will focus exclusively on layout, design, and visual coherenceโ€”without altering the substantive content of the manual.3. Scope of Work

The selected consultant or designer will be responsible for:

Designing an eye-catching, professional cover page that reflects the themes of migration, safe movement, dignified return, and reintegration, including the appropriate logos and branding (e.g., IOM, government). Formatting and designing the last page, aligned with the manualโ€™s overall design. Applying a consistent, user-friendly layout and visual style throughout the entire manual, including: Standardized headings, subheadings, and section dividers Font and color palette selection conducive to readability Appropriate use of infographics, icons, and images to support understanding Tables of contents, page numbering, and navigation aids Formatting for both print and digital versions to ensure broad accessibility

All aspects of the design must strictly adhere to the official IOM branding and visual identity guidelines to ensure consistency and alignment with institutional standards. This includes, but is not limited to, appropriate use of logos, color schemes, typography, and imagery as prescribed by IOM.

Delivering the final print-ready and web-optimized files, along with editable source files.4. Deliverables

Concept designs for the cover page, last page, and sample internal page for review and feedback Finalized cover page, last page, and fully formatted manual based on feedback High-resolution, print-ready files (PDF) and editable design files (e.g., InDesign) Design guideline note for future reference and updates 5. Timeline

The entire design and delivery process is to be completed within 1 month from the project start date. This includes:

Submission of initial design concepts Review, feedback, and necessary revisions Submission of the final print-ready and editable design files

All project milestones should be scheduled to ensure completion within this 1-month timeframe.6. Copyright and Confidentiality

All design outputs and files will remain the property of IOM and must not be used or shared outside the terms of this assignment without written consent.

Demonstrated experience in professional publication design and formatting Knowledge of institutional branding, preferably within international development or migration sectors Proficiency with industry-standard design software (e.g., Adobe InDesign, Illustrator, Photoshop) Ability to collaborate, respond to feedback, and deliver high-quality design under deadlines
