Purpose of consultancy

This activity aims to upgrade Foreign Assisted Platform (FAP) Monitoring and Evaluation (M&E) platform and transfer them to government maintenance for the routine management of foreign assistance projects within the Department of Health (DOH) in the Philippines. The project will be managed by the M&E team at the WHO Philippines Country Office.

Background ย 

The DOH in the Philippines has adopted the 8-Point Action Agenda as its Medium-Term Strategy for the Health Sector from 2023 to 2028. To effectively monitor the progress of foreign assistance projects towards the targets set by this agenda and to provide evidence for better decision-making, WHO is supporting the establishment of strategic M&E planning, along with institutional and individual capacity building. A key deliverable is the development of tools and dashboards to streamline and simplify project management, database maintenance, data analysis, and report development.

The purpose of this initiative is to support the effective and evidence-based management of development partner projects, streamline reporting procedures, and enhance data management skills and knowledge. This will enable routine tracking of progress and evaluation of impact.

Deliverables

Output 1: Upgrade the FAP M&E platform for Foreign Assistant Project (FAP) Management
Deliverable 1.1: Add and upgrade the new function on the data entry page and report generation page;
Deliverable 1.2: Update and clean up the existing FAP database (there are over 60% of data are missing or uncleaned); and
Deliverable 1.3: Support the team in collecting new data from the development partners.

Output 2: Transfer the FAP M&E platform to the DOH local information platform
Deliverable 2.1: Support the DOH IT team in transferring the dashboard to the local information platform; and
Deliverable 2.2: Provide training to DOH staff on routine maintenance and updates.ย 

Output 3: Capacity building for DOH on routine monitoring through the FAP M&E platform
Deliverable 3.1: Support the team to develop a report protocol and SOP of operating the FAP M&E platfrom for data collection, analysis and utilization.

Output 4: ย Support other related data analysis work in the teamย 
Deliverable 4.1: Review related reports and develop more advanced indicators and data analyzing methods to reflect the FAP implementation status and further projection for better decision-making. ย ย

Qualifications, experience, skills and languages

Educational Qualifications: ย ย 

Essential:ย  Advanced university degree in statistics, public health, information and/or data management.
Desirable: PhD in public health, statistics, information and/or data management.

Experience ย 

Essential: Minimum of 7 years of public health-related field experience in data and/or information management at the national or international levels.
Desirable: Previous experience with WHO or other UN agencies, especially in Western Pacific Region.

Skills/Knowledge:

Database management/statistical analysis; public health information management; survey design and implementation;
Advanced skills on R, R Shiny, python, and SAS for correlation statistics and dashboard development;
Excellent communication skills;
Excellent analytical, planning and organizational skills

Languages and level required:

Proficient in written and spoken English

The consultant is not expected to travel

Remuneration and budget (travel costs are excluded):

Remuneration: Band level B: USD 5,500 (monthly, 60% FTE) ย 
Expected duration: ย 4 months, August to December 2025
