Purpose of the Consultancyย 

To support the coordination, scaling, and implementation of climate-resilient, sustainable, and safe health care systems in the Western Pacific Region, including practical support to Member States, the harmonisation and application of WHO tools and indicators, and technical assistance for climate-resilient water, sanitation, and hygiene (WASH) in health care facilities.ย 

Backgroundย 

Climate change poses a growing threat to the safety, accessibility, and resilience of health systems across the Western Pacific Region. Rising temperatures, extreme weather, sea-level rise, and air pollution are already disrupting health infrastructure, services, and supply chains โ€” especially in small island developing states and densely populated urban areas.ย 

In response, WHO and Member States have committed to the Alliance for Transformative Action on Climate and Health (ATACH) โ€“ a global WHO-coordinated mechanism to accelerate the transformation toward climate-resilient, low-carbon, and sustainable health systems. A core priority of this transformation is the implementation and scaling of safe and resilient health service delivery, supported by harmonised tools, financing, infrastructure, and trained personnel.ย 

WHO ACE plays a leading role in supporting countries across the Region to deliver on these commitments. This includes providing technical assistance for the practical implementation of adaptation and mitigation strategies in health systems, supporting the integration of WASH and essential services in facility planning and operations, and coordinating efforts to harmonise and adapt WHO tools for national and subnational use.ย 

This consultancy will enhance WHO ACEโ€™s capacity to support Member States in turning global commitments into operational reality โ€” particularly through engagement with country focal points, regional technical networks, and cross-sectoral development partners.ย 

Deliverables

The objectives and tasks of the consultancy work include the following:ย 

1. Support implementation of climate-resilient, sustainable and safe health systemsย 

Provide tailored technical support to selected countries implementing climate and health action plans, with a focus on health facility resilience, and continuity of essential services.ย 
Contribute to regional alignment of WHOโ€™s frameworks under ATACH, particularly around practical implementation of climate-resilient health systems in diverse settings.ย 
Support WHO country offices, and key partners, to ensure alignment of programming and support.ย 

2. Contribute to strengthening WASH in health care facilities in the context of climate changeย 

Provide technical assistance to integrate climate-resilient WASH services into health infrastructure planning and operations, drawing on WHO tools such as WASH FIT.ย 
Support countries in designing and scaling climate-smart water, sanitation, energy, and waste systems for health facilities, particularly in climate-vulnerable regions.ย 
Coordinate with partners and stakeholders to align WASH-in-health care investments with health system adaptation priorities.ย 

3. Support harmonization and application of tools, metrics, and implementation frameworksย 

Review and support the adaptation of global tools (e.g. HSI, WASH FIT, CRESHCF, HHFA, vulnerability and adaptation assessments, indicator frameworks) for country use.ย 
Identify gaps, overlaps, and opportunities for streamlining tool use across Member States and settings.ย 
Contribute to the development of tailored technical guidance and training materials to support country uptake.ย

4. Facilitate knowledge exchange and regional capacity buildingย 

Support the organisation and delivery of the WHO regional webinar series on climate change and health, with a focus on facility resilience and WASH.ย 
Capture and share country experiences and practical lessons from implementation to inform other Member States, partners, and WHO platforms.ย 
Contribute to regional case studies, briefs, and technical content for WHO ACE knowledge products and strategic communications.ย 

Output/s: ย 

1. Consolidated regional workplan and technical contributions to WHO and ATACHโ€™s efforts on climate-resilient and sustainable health systems.ย 
2. Support documents and final report for the Western Pacific Action Forum on Climate-Resilient Sustainable Health Systems, including planning, agenda development, and participant follow-up.ย 
3. Summary reports and content coordination for the WHO regional climate and health webinar series.ย 
4. Policy and technical contributions to regional WASH-in-healthcare work with a climate resilience focus.ย 
5. End-of-consultancy report summarizing progress, partnerships, and recommendations for scaling.ย 

Qualifications, experience, skills and languages

Educational Qualificationsย 

Essential: First university degree in public health, health systems, environmental health, climate and health, international development, or a related field.ย 
Desirable: Advanced university degree (Masterโ€™s level or above) in public health, health systems, environmental health, climate and health, international development, or a related field.ย 

Experienceย 

Essential: At least three to five years of experience in health systems strengthening, climate change and health, or environmental health, at least some at the international level.ย 
Experience working with or within government or multilateral organisations, and demonstrated ability to engage government and partner stakeholders.ย 
Desirable: Technical knowledge and/or operational experience in climate-resilient health systems, health infrastructure, or sustainable health service delivery is preferred.ย 

Skills and Knowledgeย 

Understanding of WHO frameworks, tools, and global processes on climate-resilient health systems and sustainability.ย 
Excellent written and verbal communication skills, including the ability to write technical documents, coordinate multi-stakeholder engagement, and support implementation processes.ย 
Familiarity with the Western Pacific Region context is an asset.ย

Remuneration and budget:

Remuneration: Band level A: USD 4,500 - USD 5,000 (monthly) ย
