Project Context and Scope

IOM works to promote international cooperation on migration issues, to assist in the search for practical solutions to migration problems, and to support the systematic and humane management of migration in order to provide humanitarian assistance to migrants in need.
The โPromoting Sustainable and Socially Inclusive Labour Market Integrationโ project aims to increase formal employment of Syrians under Temporary Protection, Persons under International Protection and host community members and strengthen the harmonization process in Tรผrkiye.
In order to address the needs in the field of social cohesion at the provincial level and to provide locally specific solutions, local action plans will be prepared for 30 provinces with a holistic perspective to cover the activities of all units of the Directorate General of Harmonization and Communication of Presidency of Migration Management (PMM) as well as the activities determined by local stakeholders.ย
Implementation will be conducted in the following 30 provinces:ย Kilis, Gaziantep, Hatay, ลanlฤฑurfa, Adana, Mersin, Kahramanmaraล, Osmaniye, Mardin, Kayseri, Bursa, Konya, Nevลehir, Malatya, Adฤฑyaman, ฤฐstanbul, Antalya, ฤฐzmir, Kocaeli, Batman, Elazฤฑฤ, Isparta, Ankara, Niฤde, Sakarya, Denizli, Diyarbakฤฑr, Afyonkarahisar, Yozgat, Yalova. Implementation in these provinces will be carried out directly by a field expert team (to be established later and composed of 15 academics), working in close coordination with the Provincial Directorates of Migration Management and under the guidance of the Project Coordinator.

Promoting Sustainable and Socially Inclusive Labour Market Integration Project:
Neither IOM nor any of the Project partners are required to provide any physical facilities for the work of the consultant. However, depending on the availability of physical facilities and at the discretion of IOM and/or the relevant Project partners, such facilities may be provided at the disposal of the Consultant.
The consultant will be reporting to IOM and will work in close coordination and collaboration with IOMโs focal point for the activity. Approvals will be required for the deliverables from IOM and PMM, upon submission of the deliverables stipulated in section 6. IOM and PMM may have some comments and revision requests on the deliverables. IOM and PMM may provide background materials, for the consultantโs review, reference and use, if deemed necessary during the implementation. All documents and data provided to the consultant are confidential and cannot be used for any other purpose or shared with a third party without any written approval from IOM and PMM.
Nature of the consultancy
The coordinator will serve as the general coordinator for the implementation. The coordinator will be responsible for developing the technical framework for the overall implementation and its components, defining the methodology, stages, templates to be used, minimum content standards, as well as monitoring and evaluation procedures for the preparation of local action plans, and for ensuring a consistent approach across all provinces.

The Coordinator will manage the field experts, coordinate all technical outputs, and provide technical support to IOM throughout the preparation process of the Local Action Plan (LAP) drafts until their approval by the Presidency. The Coordinator will also support IOM in the implementation and monitoring of the Local Action Plan activities. In addition, the Coordinator will review all reports and technical documents prior to their submission to IOM and ensure their timely delivery. Acting as the main focal point, the Coordinator will ensure effective coordination between IOM and the field experts (a team composed of 15 academics). Furthermore, the Coordinator will be responsible for establishing his/her own support team, as detailed in Annex I.

General Coordination & Team Leading
Manage the overall coordination and implementation of the activities; organize regular meetings with field experts and submit progress reports.
Develop a comprehensive guideline for the preparation of local action plans and ensure its application by the field teams.
Prepare standardized text for the sections Introduction, Action Plan Preparation Process, and Monitoring and Evaluation to be included consistently in all provincial action plans.
Develop guiding instructions for field teams (to be established later) for the sections Situation Analysis, Forward-looking Perspective, and Strategy Development.
Coordinate the process of preparing local action plans by the field teams in line with the established guideline.
Ensure that the local action plans developed are both responsive to province-specific challenges and aligned with a centralized overarching framework.
Prepare guidance materials for field teams and, where necessary, conduct orientation and guidance meetings directly in the relevant provinces.
Review the action plans prepared by the field teams at each stage (upon completion of the relevant sections), provide feedback, and ensure that such feedback is duly reflected in the documents.
Ensure that all steps are carried out in close coordination with the Presidency of Migration Management (PMM) and IOM, and that activities are subject to prior approval by PMM and IOM.
Ensure consistency and alignment of methodologies and tools used by field experts across all provinces.
Coordinate the submission of all draft reports and documents to IOM.

Creating Technical Framework
โข Supervise the overall implementation and create technical frameworks for the implementation steps.

As requested in Annex I, an inception report summarizing the work plan including the timeline, priorities, and general principles. This timeline:
Development of the guidelines, manuals, and templates to be prepared at the central level,It will be planned to cover all preparation, drafting, and finalization stages for the development of local action plans in the 30 provinces.
The work plan will include the activities foreseen for each stage, responsibilities, submission deadlines, and sequencing by province.
In addition to the timeline, the Coordinator will prepare a framework document defining the overall approach to the local action plans and identifying the sections that need to be standardized. This document will include at a minimum the following elements:
Introduction and scope
Action plan preparation process (central and local steps)
Situation and needs analysis (common minimum headings)
Standard structure for strategic priorities and objectives
Minimum content and indicators for the monitoring and evaluation section
Standard headings and templates to be used across all provinces
The Coordinator will submit this work plan and standard framework to IOM and the Presidency of Migration Management for approval, revise them based on the feedback received, and ensure their implementation.

Provide regular technical support to field experts; support the organization and implementation of workshops, field visits, and coordination meetings.
Ensure technical oversight and quality control of outputs produced by field experts. This includes verifying that activities are carried out in accordance with procedures (e.g., stakeholder participation, proper operation of local approval mechanisms, implementation of planned meetings, etc.). Evaluate the relevance of the content to the current field situation, local needs, and national/overarching policy documents, and submit regular audit reports containing findings and recommendations to IOM and the Presidency of Migration Management (at least monthly).
Review and approve all draft reports submitted by field experts before submission to IOM.
Coordinate the communication and approval process.
All official correspondence and submissions will be conducted through the Coordinator.
Hold at least one online coordination meeting per month with the field team, with the participation of IOM and the Presidency.
Conduct technical review meetings before and after each major phase.
Note: The organization of these meetings, the preparation of meeting reports, and reporting to IOM and the Presidency will be the responsibility of the support team established by the Coordinator.
Field Meetings
Travel, accommodation, and intercity/intra-city transportation costs for the Coordinator and, if necessary, their support team related to project field meetings will be covered by IOM.
Planning and organization of the meetingsโincluding dates, format (online/in-person), agenda, and participant listsโwill be carried out in coordination with IOM, the Consultant (Coordinator), and the Presidency of Migration Management.
