Project Context and Scope
ย
The โReintegration of Returnee Migrant Workersโ project (project code: RR0390), supported by the Embassy of Switzerland, focuses on strengthening reintegration support systems for returnee migrants. The International Labour Organization (ILO) leads the project in partnership with IOM and UN Women through a UN-to-UN agreement.ย
Many returnees face challenges in securing sustainable livelihoods after their return due to difficulties in having their skills recognized, accessing employment services, and receiving adequate social and economic support. These barriers often limit their ability to reintegrate into their communities and the labour market. To address these challenges, the project works to enhance the capacity of key stakeholders, including government agencies, civil society organizations, and the private sector. It aims to create an enabling environment where reintegration services are inclusive, sustainable, and aligned with local development priorities. By equipping service providers with the necessary tools and competencies, the project ensures that returnees receive the support needed to rebuild their lives and contribute meaningfully to their communities.
ย
In recent years, there has been an increase in human mobility worldwide due to factors such as the search for better opportunities abroad, natural and man-made crises, environmental degradation and the increased circulation of information because of better technology, higher flows of migration have also been accompanied by higher volumes of migrants returning to their countries of origin. Motivations for returning home range from the desire to reunite with families, lack of legal status, changed conditions in either host countries of countries of origin, to a sense of achievement of the migration experience and the willingness to start a new life back home, among others. Return is often followed by a process is usually referred to as โreintegrationโ. While return and reintegration can happen spontaneously, without assistance of external actorโs humanitarian and developmental stakeholders increasingly recognize that reintegration is a complex, multidimensional phenomenon that requires a holistic approach.
ย
At the same time returnees may struggle to readapt and rebuild their lives once back home because of many of the same economic, social and psychosocial factors that prompted them to migrate in the first place, particularly if they have been out of the country for a long time.ย
ย
IOM has been at the centre of designing and delivering assisted voluntary return and reintegration worldwide for 45 years. In line with its long-standing mandate and multisectoral expertise, IOM advocates the adaptation of sustainability-oriented reintegration policies that respond to the economic, social, and psychological needs of returning migrants while also benefiting communities of origin and addressing structural challenges to reintegration.ย
ย
This is mainly the result of an improved understanding of this phenomenon among policymakers, donors and practitioners and the increased complementarities between different policy portfolios, namely those responsible for return management and those supporting cooperation for development. As a result, reintegration is now recognized as a tool that can contribute to the achievement of the Sustainable Development Goals.
