Program Overview
Climate program within WRI focuses on four main areas: stepping up national climate action, advancing international climate action, tracking progress toward climate goals, and supporting equity and development goals in the transition to a zero-carbon economy. Our research evaluates the technical, economic and social benefits of climate action, as well as the costs of inaction. We work with national governments to design ambitious near-term climate plans that align with long-term temperature goals, and help integrate these into economic, sectoral and development plans. We help international policymakers advance climate solutions through negotiations and accords such as the Paris Agreement. We support businesses, civil society, local governments and other non-state actors as they pursue their own emissions-reduction and adaptation goals. We build tools to track global progress on fighting the climate crisis, inform good decision-making and ensure accountability for existing commitments. And we work with thought leaders around the world to accelerate adaptation efforts that will help vulnerable communities build resilience against climate impacts.
At national level we work collaboratively with the government to design ambitious climate action plans that align with long-term climate goals and national development plans through research, policymaking processes, and climate negotiations. We also support businesses, civil society, local governments, and other non-state actors as they pursue their own emissions reduction and adaptation goals. We have built various climate tools that include policy scenarios to inform good decision making and ensure accountability for existing commitments, as well as tracking progress on climate action. These tools are developed using system dynamics methodology that has been used by WRI Indonesia to support the Government of Indonesia by formulating low carbon development and green economy policy scenarios.
2050 is Now!
Indonesia submitted its first NDC in 2016 and committed to reduce GHG emissions by 29% below business as usual (BAU) unconditionally and 41% below BAU by 2030 with international support. The target has been slightly increased in 2022 by committing GHG emissions reduction by 31.89% (unconditional) and 43.2% (conditional) by 2030. Further, Indonesia has also submitted the Long-Term Strategy on Low Carbon and Climate Resilience (LTS-LCCR) in 2021, aiming to achieve an ambitious target of Net Zero Emissions by 2060 or sooner. The 2050 is Now project will have three main outcomes, including: i) improved Indonesia Climate Action Long Term Strategy institutionalization through identifying model indicators, baseline data, and assumptions that remain a gap in the document; ii) Linked target, analysis and indicators stipulated in the Indonesian long term climate action (LTS) with the national long term development planning; and iii) improved policy framework to connect sectoral targets of long-term climate action with future updated NDCs.
Job Highlight
The Net Zero Agriculture Specialist will serve as key technical resources providing both technical and operational support to the Climate Team in the development of National Agriculture NZE Roadmap to advancing Indonesian to achieve net zero emission in agriculture sector by 2050. Key responsibilities is to design and implementation of evidence-based research include, but is not limited to, formulation of methodology, data collection strategy, , data processing, and report writing. In addition to research responsibilities, the incumbent will play an active role in stakeholder engagement, supporting collaboration with relevant stakeholders and strategic partners.
Under the direct supervision of the Climate Action Senior Lead, the Net Zero Agriculture Specialist will work closely and proactively with the Climate team, as well as with cross-functional teams to ensure consistency in developing a OneWRI approach to climate mitigation actions. This position will be based in Jakarta, with a flexible working arrangement and will be required to travel as required. What You Will Do
Research (60%)
- Develop robust and unbiased research products on the issue of climate mitigation actions in the agriculture sector in Indonesia to inform relevant stakeholders.
- Analyse baseline and develop recommendations to accelerate the proper planning and implementation of climate mitigation actions in the agriculture sector in Indonesia.
- Develop capacity of WRI Indonesiaโs institutional capacity on climate mitigation actions in the agriculture sector.
- Contribute to designing Indonesiaโs agriculture NZE roadmap that is aligned with the national and local development plans.
- Support WRI Indonesiaโs Climate portfolio in analysing climate mitigation actions in the agriculture sector landscape and provide relevant recommendations respectively.
- Develop knowledge product(s) on Indonesia's agriculture NZE roadmap with managerโs guidance and support.
Stakeholder Engagement (20%)
- Develop stakeholder engagement strategy as necessary in coordination with Climate Manager.
- Cultivate relationship and network to expand the audiences of the climate mitigation actions in the agriculture knowledge products and outreach, and the uptake of the research products produced by WRI Indonesia.
- Represent the projects team on internal forum and WRI Indonesia in relevant international and national events related to projects topic with support from Climate Manager.
Project Management (20%)
- Support in organizing internal and external meetings, FGDs, workshops, conferences, and dissemination activities under climate portfolio including administrative works on the activity's implementation preparation.
- Prepare relevant materials, notes taking, and produce relevant report of both internal and external meetings.
- Support team as necessary in developing funding proposal, project report, and communication and knowledge product with manager guidance.
What You Will Need
- Masterโs degree in agricultural science, agrotechnology, animal husbandary, environmental policy, climate change, or another related field;
- At least 5 (five) yearsโ experience in providing technical support on decarbonization of the agriculture sector, preferably in Indonesia or other emerging economies;
- Ability to support discrete elements of research projects with limited manager guidance, e.g. systematically reviewing, analyzing and synthesizing existing literature; collecting, cleaning, organizing, and visualizing data.
- Strong understanding of climate mitigation policy frameworks, including international agreements (e.g., Paris Agreement, Koronivia Joint Work on Agriculture (KJWA), the Baku Harmoniya Climate Initiative for Farmers) and national policies (e.g., Indonesiaโs RPJMN, Low Carbon Development Initiative โ LCDI, NDC/SNDC, LTS-LCCR);
- Experience in writing academic articles on climate adaptation;
- Prior engagement experience with Indonesian government agencies (e.g., Bappenas, Ministry of Environment, Ministry of Agriculture, Department of Agriculture, etc.) or international organizations on the agriculture sector is preferrable;
- Ability to communicate research approach and findings effectively to technical audiences with limited support from manager, using compelling presentation skills.
- Business proficiency in Bahasa Indonesia and English on verbal and written communication; Critical thinking and well-structured research approach and methodology.
- Ability to work effectively in a fast-paced environment and cross-sectoral themes.
- Highly motivated, strong can-do attitude, proactive work style, and excellent organizational skills and work ethic.
- Ability and willingness to travel as assigned
- Legally able to work in Indonesia
Duration
1 June 2025 -31 December 2025 with possibility of extension subject to individual performance evaluation, project needs, and budget availability.

- Report on the scoping study of the commodities for the roadmap
- Report on methodologies and calculations for reducing emissions in the selected commodities in the roadmap
- Report on the emission reduction strategies for the selected commodities in the roadmap
- Report on the socio-economic impacts of the emissions reduction strategies for the selected commodities in the roadmap
- First draft of the Agriculture NZE Roadmap in Indonesia
- Refinement of the roadmap draft based on feedback from experts and stakeholders
- Final draft of the Agriculture NZE Roadmap in Indonesia
Term of Payment
Daily rate-based consultant with a maximum of 20 (twenty) working days per month.
