Work LocationVienna Headquarters and home-based Expected duration16.9.2025-31.3.2026 Duties and ResponsibilitiesBackground of the assignment One of the main purposes of the United Nations Convention against Corruption (UNCAC) is to promote, facilitate and support international cooperation and technical assistance in the prevention of and the fight against corruption, including in asset recovery. The Conference of the States Parties to the Convention has repeatedly called for enhanced measures to further promote, facilitate and support international cooperation and technical assistance in the prevention of and fight against corruption, and has requested UNODC to provide, in its programmes of technical assistance, measures to enhance the effectiveness of international cooperation, including about offences covered by the Convention, before seeking mutual legal assistance. The Global Programme against Corruption is a technical assistance programme developed by UNODC to provide capacity-building assistance to Member States to effectively implement UNCAC. Within the framework of the Global Programme, UNODC has established the Global Operational Network of Anti-Corruption Law Enforcement Authorities (โthe GlobE Networkโ) to facilitate informal transnational cooperation among practitioners of anti-corruption law enforcement authorities. The GlobE Network, officially launched in June 2021, aims to establish and enhance direct contact between anti-corruption law enforcement practitioners on cases, empower a wider range of countries to engage in informal transnational cooperation and complement other existing platforms for such cooperation. The consultant will support the work of the GlobE secretariat by conducting legal research and drafting, providing inputs, and developing knowledge products and tools to enhance practitionersโ capacities to combat corruption, as well as actively engaging GlobE Network Steering Committee and other stakeholders. Qualifications/special skillsโข An advanced university degree (Masterโs degree or equivalent) in law, international relations or related area is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. โข A minimum of 2 years of professional experience in crime prevention and criminal justice area, with an emphasis on anti-corruption and asset recovery is required. โข Knowledge of crime prevention and criminal justice issues; knowledge of and experience in anti-corruption and asset recovery analysis and issues, particularly related to the United Nations Convention against Corruption and its Conference of the States Parties; is required. โข Experience in legal drafting and/or editing, development of knowledge products/tools and guides focused on anti-corruption and/or international cooperation, is desirable. โข Experience with the work and priorities of the United Nations is desirable.
