DUTIES AND RESPONSIBILITIES

The WMO Strategic Plan 2024-2027 emphasizes the importance of valuing weather, climate, water and related environmental services. It calls for increased support to National Meteorological and Hydrological Services (NMHSs) in assessing and enhancing the socioeconomic benefits (SEB) of their services, particularly in Least Developed Countries (LDCs) and Small Island Developing States (SIDS). Demonstrating and communicating the value of these services is essential for increasing visibility and relevance. To address this, SEB analysis offers a powerful tool for evidence-based decision-making and advocacy. The Phase II of the WMO HydroHub project aims to promote SEB awareness in the Pacific through trainings, in line with the joint https://library.wmo.int/idurl/4/54637

Task 1: Preparation of training material:
- Review and refine developed presentations and practical exercises (e.g. case studies, group work).
- Ensure materials are tailored to the Pacific context.

Task 2: Delivery of face-to-face training:
- Conduct a 2-day face-to-face training session in the region for selected participants.
Focus countries: Fiji, Kiribati, Samoa, Solomon Islands, Tonga and Vanuatu

DELIVERABLES
Deliverable 1: Detailed workplan, training agenda and refined outline of the presentations and practical exercises (within 15 days of contract signing).
Deliverable 2: Finalized training material incorporating Secretariat feedback (within 2 weeks of receiving Secretariat feedback).
Deliverable 3: Delivery of training and submission of final report (within 2 weeks after training delivery).
QUALIFICATIONS
Education
Master's degree or Equivalent (PhD is an asset) in Economics, Environmental Economics or a closely related field.
Experience
- At least 10 years of experience in socioeconomic analysis (e.g. cost benefit analysis).
- Demonstrated track record of recent engagements and experience working on similar activities and delivering trainings/seminars.
- Strong knowledge of water resources management, climate change issues, and hydrometeorology/climate information services.
- Experience in engaging with communities, and working with national, regional and international organizations, including United Nations.

Fiji, Kiribati, Samoa, Solomon Islands, Tonga and Vanuatu
Other requirements
- Understanding cultural sensitivities of the region.
- Excellent analytical, capacity development/training and communication skills.
- Experience in the Pacific region is a plus.
Languages
Excellent knowledge of English (both oral and written). Knowledge of other official languages of WMO would be an advantage.

Proposed fee: Band C: 390.00 - 560.00 USD per day depending upon experience, knowledge and skills.
