The scope of work for this national consultancy is to support the Family Protection and Juvenile Departments (FPJDs) in conceptualizing and implementing a specialized approach for child victims and witnesses of crime. Specifically, the consultant will assist UNICEF in enhancing the capacity of the FPJDs and their partners in the Zaโatari and Azraq camps, as well as other FPJD facilities in host communities. This will include the application of child-friendly procedures for women and children who become victims or witnesses of crime and the expansion of social service outreach within the justice sector. The consultant will conduct workshops and training for justice and social protection stakeholders to promote child-sensitive justice practices, strengthening the specialization of professionals working with child victims and witnesses of violence.
Additionally, the consultant will help establish a support system for children and women who are victims of violence during criminal investigations managed by the FPJDs, including those in Syrian refugee camps and host communities. Recognizing that women and children are often affected by the interrogation process and require special protection, this consultancy will focus on creating a supportive environment for police officers and social workers to implement child- and gender-sensitive approaches.
Along with documentation of good practice of establishing One-Stop Center in North Amman, the consultant will also support the development and implementation of specialized programs for child victims and witnesses of violence. This includes the creation of child-friendly interview spaces within FPJD offices in Syrian refugee camps and providing technical assistance to trained Trainers of Trainers (TOTs) to build the capacities of police officers and social workers engaged in conducting child-friendly interviews and investigations for children in contact with the law.
A consultative and participatory approach is essential for the success of this consultancy. Engaging national stakeholders will not only ensure the alignment of the consultancy with their priorities but also foster national ownership and sustainability of the functions and deliverables of service providers of the FPJDs supported by UNICEF.
How can you make a difference?ย
Under the direct supervision of the Child Protection Specialist, the consultant will support the Public Security Department to Develop and Implement Child-Friendly Procedures for the Family Protection and Juvenile Departments.
The key deliverables include the following:
1. Conduct a preliminary desk review of the legislation and practice of child-friendly approaches towards victims and witnesses of crime. This should include the analysis of the workload of FPJDs in refugee camps.
2. Assess the work of FPJDs in at least 6 governorates including the functions of the units in the refugee camps. It includes the assessment of the facilities and staff capacity in interviewing and dealing with the cases of children
3. Present findings and recommendations of the review and analysis of Jordan's legislation and investigation practice in the social and justice sectors.
4. Provide two onsite half-day orientation sessions to the FPJD North Amman in the effective use of the established child-friendly interview room with the involvement of a social worker and/or psychologist.
5. Guide and assist the FPJDs in the camps for refugees to establish child-friendly interview spaces for victims and witnesses of crime. It includes the design of units and the selection of related equipment and furniture.
6. Conduct 2 three-day comprehensive training on interview techniques with victims and witnesses of crime for a pool of police officers, social workers and other legal professionals of selected governorates.
7. Draft a Guidance describing a child-friendly approach and forensic interviewing of children in contact with the law through individual face-to-face meetings and/or focus group discussions with FPJD stakeholders.
8. Conduct mapping of services to inform the development of a referral pathway for child victims and witnesses of crime, and in a wider sense to inform the strengthening of a multidisciplinary approach.
9. Present the findings and recommendations of the mapping and guide the FPJDs to use the existing services for the victims and witnesses of crime.
10. Review and revise existing data collection indicators related to victims and witnesses of crime to ensure they are inclusive and aligned with current needs.
11. Prepare documentation of the good practice of establishing One-Stop Center in the FPJDs in consultation with the NCFA and FPJD.
12. Conduct regular programmatic visits to the targeted governorates to assess and monitor the progress and challenges of the FPJD services.
To qualify as an advocate for every child you will haveโฆย
Advanced university degree (Master's) in law or other related social sciences, A minimum of 5 years of professional experience in planning and management in child protection-related areas is required. Knowledge of international instruments and standards related to child protection and justice for children (verified by records of work experience in carrying out at least two assignments on the analysis of international standards related to justice for children) Experience in developing policy documents and by-laws related to child protection and justice for children (verified by records of work experiences in carrying out assignments on developing policies and by-laws) Excellent analytical and report writing skills (verified by examination of evidence from previous assignment deliverables) Excellent presentation and communication skills (verified by records of work experience in carrying out at least three assignments related to delivering presentations on a topic related to justice for children and by an interview) Excellent written and spoken command of Arabic (all deliverables should be in Arabic); knowledge of the English language will be an asset (verified by examination of previous written work and interview) Previous work experience with the UN and UNICEF in Jordan would be an asset (verified by records of previous work experience).Applications submitted without a financial proposal will not be considered.ย The financial offer shouldย be a lump sum for the whole assignment including Travel if applicable.ย
