DUTIES AND RESPONSIBILITIES
The Mauritius Meteorological Service has recently commenced a refresh of their strategic planning documents in keeping with the guidance within the WMO Integrated Strategic Planning Handbook and new developments in NSP evolution, as well as the latest WMO strategic direction. Additionally, work is ongoing in Mauritius in relation to a formulation of a National Framework for Climate Services (NFCS).
DUTIES AND RESPONSIBILITIES
The objective of the consultancy is to develop, draft and finalise the Strategic Plan (NSP) of the Mauritius Meteorological Services (MMS), under the supervision of WMO and MMS.
This consultancy is seeking to undertake the required strategic planning engagement, analysis and drafting activities needed to finalize the MMS NSP by 30 July 2026 ensuring that other actions related to the ongoing country initiatives and Government Programme as noted above are suitably reflected and actioned within the MMS NSP accordingly.
TASKS INCLUDE
- Lead, with the Acting Director and designated staff from MMS, the next stages of analysis and development of the MMS NSP in keeping with the WMO Integrated Strategic Planning Handbook new developments in NSP evolution, as well as the latest WMO strategic direction.
- Recommend approaches and plan the work for the development of the MMS NSP.
- Provide advice on other aspects of strategic activities from regional, continental and global perspective.
- Draft and finalise the MMS NSP.
DELIVERABLES AT THE END OF THE CONTRACT
- By end October 2025: Inception report with detailed methodology and plan for the Engagement and Finalization of the MMS NSP.
- End January 2026: Midterm report and completed draft of the MMS NSP.
- End July 2026: Completion report with final draft of MMS NSP, including an action plan for implementation and M&E.
QUALIFICATIONS
Education
Degree in meteorology, business administration or a field relevant to supporting NMHSs.
Experience
- Minimum of ten (10) years' experience in the development of strategic planning activities.
- Understanding the implications from island perspectives.
- Understanding of the role and responsibilities of MMS nationally, regionally and globally.
- A good knowledge of the Mauritius government processes and priorities in various climate-sensitive sectors (public and private).
- Awareness of wider weather and climate related projects in the southwest Indian Ocean Region.
- Ability to align with the WMO Guidance material like the integrated strategic planning handbook as well as the latest guidance in strategic planning.
Other requirements
AVAILABITITY DURING THE PROPORSED PROPOSED
The consultant will need to demonstrate availability for onsite meetings with MMS staff and stakeholders.
Languages
Excellent knowledge of English (both oral and written).
Knowledge of other official languages of the Organization would
be an advantage.
(Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.) Possibility of renewal subject to the availability of funds and pending satisfactory performance after an initial probationary period of one year which can be extended up to a maximum of two years. Proposed fee: Band C/D : 390-750 USD per day depending upon experience, knowledge and skills.
