DUTIES AND RESPONSIBILITIES

The consultant will undertake the following tasks to support the review, revision, and finalization of Malawi's Meteorology Bill:

Task 1. Review existing legislation and policy documents, including the draft Meteorology Bill, and relevant sectoral frameworks (e.g. DRM, NAP, NDC), with a focus on institutional mandates, service delivery, and data governance.

Task 2. Prepare a situation analysis summarizing key findings from the legal review, including gaps, inconsistencies, and alignment with WMO standards and Malawi's strategic objectives.

Task 3. Draft revised or new provisions for the Meteorology Bill, addressing institutional mandate, data sharing and policy (including WMO Unified Data Policy), cost-recovery mechanisms, and inter-agency coordination.

Task 4. Support the finalization of the Meteorology Bill, incorporating feedback from stakeholders and consultations, and prepare an explanatory note summarizing the bill's intent, structure, and key provisions for use in formal submission and advocacy.

DELIVERABLES AT THE END OF THE CONTRACT

The consultant will provide the following deliverables to WMO:
- July 2025: Inception Report, detailing the methodology, legislative review approach, and consultation plan.

- End July 2025: Situation Analysis Report, including an assessment of the draft Meteorology Bill and its alignment with relevant National policies and international best practices.

- End August 2025: Revised draft of the Meteorology Bill (with tracked changes and legal commentary), incorporating key provisions on institutional mandate, data policy, cost-recovery, and inter-sectoral coordination ready for submission to the Ministry of Justice and key stakeholders.

- End of October: Finalised Meteorology Bill, incorporating feedback from stakeholders and consultations, and prepare an explanatory note summarizing the bill's intent, structure, and key provisions for use in formal submission and advocacy.

QUALIFICATIONS
Education
Degree in meteorology, law, business administration or a field relevant to supporting the regulatory framework of national meteorological and hydrological services (NMHSs);

Experience
15 years of experience in supporting legal or institutional aspects of Malawi Authorities; experience with DCCMS would be considered a plus.
Other requirements
The selection among qualified candidates will be based upon:
- relevance of education;
- experience in the same area of expertise;
- availability during the proposed period.

Languages
Excellent knowledge of English (both oral and written). Knowledge of other official languages of WMO would be an advantage.
