Result of Serviceโ€ข A detailed analytical document providing a thorough assessment of existing Mozambican laws, regulations and policies relevant to the UNGPs. This deliverable will include a specific analysis identifying gaps and discrepancies between national legislation and UNGPs standards. The analysis will further detail areas of non-compliance and articulate the implications of these gaps for the State, companies operating in Mozambique, and society. โ€ข Information that summarizes the feedback and insights gathered from consultations with key stakeholders, such as government officials, businesses and human rights groups and communities. It should include the main themes and issues raised during the consultations. โ€ข A set of recommendations aimed at closing the gaps identified and improving alignment with the UNGPs in key areas. This should include the development of an action plan outlining the steps for implementing the recommended changes, including timelines, responsible parties and necessary resources needed. โ€ข A set of tailored materials summarizing the studyโ€™s key findings, recommendations, and next steps, for dissemination to key stakeholders and decision-makers, including government representatives. โ€ข Support towards and recommendations for supporting the implementation of the national action plan on business and human rights 2025-2029. Work LocationMaputo Expected duration01 Aug - 30Sept2025 Duties and Responsibilitiesโ€ข Developing a robust study methodology, including designing data collection tools to gather relevant and credible information. Conducting interviews and employing other appropriate data collection methods with identified key informants and stakeholders. โ€ข Undertaking a thorough analysis of existing national laws, regulations, and policies relevant to the UNGPs and human rights due diligence of businesses to establish the current legal landscape. โ€ข Analyzing the compliance of Mozambican legislation with the UNGPs, clearly delineating areas of compliance and divergence. Identifying critical gaps where current legal provisions fall short of UNGPs pillars. This analysis will encompass the State's obligations to respect, protect, and fulfill human rights, the responsibilities of companies in respecting human rights, and the availability of effective grievance mechanisms. โ€ข Engaging proactively with relevant stakeholders, including government officials, human rights organizations, and advocacy groups, to solicit insights into the effectiveness and challenges on implementing existing legislation. โ€ข Formulating practical and actionable recommendations to bridge identified gaps and enhance alignment with the UNGPs. This may involve proposing new policies, legislative amendments, or the implementation of supplementary measures to strengthen human rights protection by both the State and businesses. โ€ข Drafting a comprehensive and well-structured report detailing the study's methodology, findings, analysis of the legal framework, identified gaps, stakeholdersโ€™ feedback, and concrete conclusions and recommendations for legal reform. โ€ข Presenting the study's findings and recommendations effectively to key stakeholders, including OHCHR, government bodies, and other relevant parties, to advocate for necessary legal reforms and improvements. Qualifications/special skillsAdvanced university degree (masterโ€™s or higher) in law, human rights, social sciences, or a related field degree. At least 5 years of experience working on legal analysis, human rights, economic, social and cultural rights, business and human rights Required experience in the field of legal analysis, human rights, economic, social and cultural rights, business and human rights In-depth knowledge of the UNGPs and due diligence and international human rights frameworks. Proven experience in conducting legal or policy reviews. Proven experience in qualitative and quantitative research methods Knowledge of the Mozambican context, including the justice and security sectors Strong communication skills, both written and verbal, and experience working with diverse stakeholders.
