DUTIES AND RESPONSIBILITIES
Seychelles Meteorological Authority (SMA) has requested support from WMO in relation with (1) developing additional modules in the IT tool for the SMA Results-based Management (RBM), to implement a system for flexible hours, and system to migrate from paperwork to digital form (annual leave, request form, etc.), etc. and (2) overseeing the roll out of the new RBM tool. This SMA RBM framework is aligned with the Government of Seychelles directives regarding monitoring and evaluation of staff performance and performance indicators and targets associated with the SMA Strategic and Operational Plans for the period 2025-2029, the proposed new SMA reorganization, and revised and new Job Descriptions expressed against competencies.
DUTIES AND RESPONSIBILITIES
The purpose of the consultancy is to expand the RBM IT Tool with additional modules and provide training to SMA's staff on the use of the new modules.
The consultant will perform the following tasks:
- Review the SMA Results-based Management (RBM) IT tool and develop the design and functionality of the additional modules to be integrated;
- Develop the additional modules of the IT tool;
- Provide training to SMA's staff on the use of the additional modules.
SMA will provide staff support to the process.
DELIVERABLES AT THE END OF THE CONTRACT
- 1 October 2025: Inception report, with detailed methodology and plan;
- 31 October 2025: Proposed modules design and functionality (document);
- 30 November 2025: Additional modules developed, integrated into the existing RBM IT tool and implemented at SMA;
- 30 November 2025: Training of SMA's staff on the use of the additional modules; and training materials.
QUALIFICATIONS
Education
Diploma appropriate to the development of the IT tool.
Experience
Minimum 5 years experience and sound knowledge of developing IT tools for Government agencies to monitor and evaluate staff and overall SMA performance.

The consultant will provide a blend of in-country and remote technical support, including a minimum of one-week mission for on-site assistance and facilitation of workshops or training sessions.
Languages
Excellent knowledge of English (both oral and written). Knowledge of other official languages of WMO, as well as Seychellois Creole would be an advantage.

Proposed fee: Band C/D : 390-750 USD per day depending upon experience, knowledge and skills.
