Mercy Corps is a leading partner in the Jobtech Alliance, an initiative which seeks to build and support an inclusive โ€˜jobtechโ€™ ecosystem in Africa to allow young people to access jobs. We do this through research and insights, community-building, venture support for African jobtech start-ups, improvement of the funding and policy environment, and demand-generation for African talent.

While the main focus of our work is working with African tech companies matching young people to jobs, we are looking to identify ways to create incentives/remove barriers for global corporations to offer employment digitally to young Africans.

We will begin this work by looking at the context in Germany. We are already aware that there are many - both in government and in corporations - that are alert to the demographic challenge facing the German labour market, and see outsourcing or Global Business Services (GBS), and hiring from Africa as part of the solution. We are also aware of organisations undertaking work to drive demand in Germany (through marketing, service matching etc).

Mercy Corps are interested in examining whether there are policy barriers or incentive opportunities within the German government to facilitate growth in hiring of African talent in Germany, through use of remote work, outsourcing or GBS, whilst also ensuring this activity is pro-development and respects key rights and policy issues in Africa.

Purpose / Project Description and Objectives:Understand and articulate the current policies relevant to hiring from Africa in Germany, with a particular focus on remote work, outsourcing of labour, and/or GBS, and which policy changes might remove barriers or increase incentives.

Provide analysis of the key decision-makers and policy opportunities in this space, and what might hinder or motivate a change in policy.

Consultant Activities:The Consultant will:Conduct desk research and KIIs to:- understand current policies relevant to hiring of African talent, outsourcing and GBS in Africa in Germany- hear from those seeking to access or facilitate the hiring of African talent or use of GBS in Africa as to the barriers or incentives to growth.- identify the key decision makers and opportunities and understand what might motivate a change in policy
Present the findings to Mercy Corps and other partners in Job Tech Alliance.
Consultant Deliverables:The Consultant will create:

Written report summarising the above (c 20 pages) Powerpoint deck presenting the findings.

Required Experience & Skills:What experience do they need โ€“ bulleted list

  • 5-10 years of experience in relevant technical field (required)
  • Understanding of the Job Tech market and global business services, and related policy issues
