Introduction
Invitation to Submit an Offer for National Consultant to Enhance Strategic Planning and Resource Mobilization Capacity for PNG National Weather Service under the PNG MTDP IV 2023-2027
The UNDP Papua New Guinea Country Office, seeks a qualified individual to support strategic planning and coordination to enhance resource mobilization for the PNG National Weather Service (PNG NWS), directly contributing to the achievement of MTDP IV goals.
To achieve these results, the IC will undertake the following major tasks:
ยท Develop a resource mobilization strategy, based on the NWS Strategic Plan, ensuring alignment with relevant Strategic Priority Areas (SPAs) and outcomes, including a timeline, key milestones, and stakeholder engagement strategy.
ยท Create a practical financial management checklist tailored to the Public Investment Program (and development partnersโ) funding requirements, ensuring compliance with public financial management guidelines and promoting transparency.
ยท Coordinate stakeholder consultations to gather information and ensure alignment with MTDP IV objectives, particularly engaging with relevant government ministries and development partners.
ยท Develop a project plan for the Public Investment Program (PIP) funding utilization, outlining key activities, responsibilities, and timelines, contributing to the effective implementation of MTDP IV priorities.

Period of assignment/services: August 2025 to October 2025 (90 working days)
