It addresses the critical challenge of learning disruption faced by millions, particularly those affected by crises, displacement, or lack of access to traditional schooling, thereby tackling learning poverty and the educational divide. The platform provides flexible online and offline access to national curricula, supplementary resources, and skill development modules, tailored to country contexts and often optimized for mobile devices. Learning Passport functions as a key tool to deliver localized, portable education, empowering learners even in the most challenging circumstances. Deployed across numerous countries and reaching millions of learners, including those in refugeeย camps and remote communities, it equips children and youth with essential knowledge and skills for their future. This initiative is a core component of UNICEF's Reimagine Education agenda, contributing significantly to the goal of providing universal access to digital learning solutions, achieved through vital collaboration with governments and implementation partners. You can find more information about Learning Passport on the UNICEF website. ย LACRO context ย The UNICEF Latin America and the Caribbean Regional Office is located in Panama City, Republic of Panama. The Regional Office coordinates and supervises the work of UNICEF in 36 countries and territories through 24 national programs to promote the rights and well-being of all children and adolescents in the region. ย Learning Passport is actively expanding its presence within the Latin America and Caribbean (LACRO) region, aiming to provide critical digital learning resources to more children and adolescents. As of early 2025, the platform has been implemented or is in use in various capacities across several countries in the region. Notable deployments supporting diverse educational needs, including foundational learning, skills development, and reaching migrant populations, exist in countries such as El Salvador, Honduras, Mexico, and Costa Rica, among others. UNICEF is continuously working with governments and partners throughout LACRO, engaging in ongoing efforts and discussions to further scale existing implementations and introduce the Learning Passport platform to additional countries interested in leveraging digital solutions to strengthen their education systems.

An advanced university degree in one of the following fields is required: education, economics, psychology, sociology, or another relevant technical field. *A first University Degree in a relevant field combined with 7 years of professional experience may be accepted in lieu of an Advanced University Degree. Five years progressively responsible professional work experience in project management, management consulting, research, international development, or a relevant field. A minimum of two years of professional experience working in digital education / technology for education is required. Experience in facilitating engagements with an array of partners at the national/regional level, i.e., government entities, international development organizations, or civil society, etc. Strong familiarity with the cultural and political context of LACR Proven capacity to work with collaborative teams across different locations and with different technical skills. Strong writing and communication skills and the aptitude to handle competing messages and priorities with multiple audiences. Ability to translate complex ideas from various fields into unified, clear guidance. Experience working in complex, resource poor contexts is a plus. Experience working in a developing country is considered as an asset. Consultants must have their own equipment, tools and materials needed to perform their services. They will use their own laptops/computers, any application or system needed to complete the assignment. They need to provide the full service without using UNICEF resources. The access to UNICEF email and system is restricted to UNICEF staff therefore consultants should not be granted access unless it is imperative to complete the assignment.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment.
