DUTIES AND RESPONSIBILITIES
Under the supervision of the Head of Communications at the World Meteorological Organization, and in close consultation with the GEO Secretariat Chief of Partnerships and Communications, the GCOS Scientific Officer, and in alignment with the editorial and brand guidelines of WMO, GCOS, GEO, and the European Union, the Consultant will carry out the following duties:
1. Communications Strategy and Implementation Plan
Develop, consult and seek approval for a Communication Strategy as well as a detailed Implementation Plan for the iClimateAction project.?
Ensure that all communication products proposed in the Strategy and Implementation Plan are aligned with the priorities of the six Work Packages (WP1-WP6), while reflecting editorial rigor and narrative clarity.
Include in the Implementation Plan compelling storylines and proposed content formats, using journalistic techniques - such as human-centered angles, interviews, and evidence-based framing - for use across web features, videos, presentations, event content, and publications.
The Implementation Plan will also include a list of deliverables for each six-month period and will be amended after each period based on the project's needs.
The Implementation Plan will also map synergies with EU-funded Research and Innovation Actions (RIAs) from WP1 and WP5.
The Implementation Plan will include some flexibility and will be reviewed and adjusted every six months, with provisions for the development of additional content in response to evolving needs.
2. Stakeholder engagement
Collaborate with teams involved in each Work Package to ensure thematic coherence, consistency of messaging, and alignment of editorial outputs with and their respective objectives and key \"moments\" for dissemination (internal events, global conferences and campaigns).?
Leverage partnerships with key stakeholders such as EUROGEO and peer organizations/programmes such as UNFCCC, UNCCD, CBD, space agencies, meteorological and global initiatives such as the EW4All to source additional content for use in communication products, including stock footage, infographics, data, and interviews, and foster information-sharing.
3. Content production
In line with the detailed Implementation Plan, develop and shape high-quality communication products with a strong emphasis on video and multimedia storytelling. This includes:
At least four quarterly bulletins per year including project status updates, as well as dynamic web features, and interactive explainers (e.g., animated maps, data visualizations).
Video and written interviews of subject-matter experts on Essential Climate Variables and relevant scientific outputs by high-level climate-related policy processes (target: ~3 to 4/year, subject to adjustment based on demand).
At least 3 video and/or written case studies demonstrating real-world applications of Essential Climate Variables.
Storyboarding, scripting, and coordination of creative input for short- and long-form videos tied to campaign moments and digital events.
Development of multimedia assets, including video, audio, infographics, animations, and motion graphics, for publication across platforms such as websites, YouTube, Instagram, Facebook, TikTok, LinkedIn, and X.
Write and edit for a wide range of formats including blog posts, feature articles, newsletters, messaging kits, video scripts, and campaign materials such as presentations - ensuring tone, accuracy, and accessibility.
Collaborate closely with subject matter experts across WMO, GCOS, GEO delivering technical outputs across the project's Work Packages to translate complex scientific and technical concepts into engaging multimedia content for diverse audiences.
With technical support from WMO, lead on the development and management of the iClimateAction microsite, ensuring editorial accuracy, consistent messaging, and a continuous flow of engaging, up-to-date content.
Ensure that all project reports and pilot results are systematically uploaded to the iClimateAction website and made easily accessible to the public, to promote transparency, knowledge sharing, and stakeholder engagement.
4. Event communications
Ensure efficient coordination and project's visibility across WMO, GCOS, and GEO at major conferences and events such as the GEO Global Forum and symposia, the World Meteorological Day and other events.
Develop specific branded materials such as presentations, multimedia content, as well as messaging packs for partner-facing events and stakeholder engagements.
Ensure that materials produced for these moments respect the branding requirements and align with the detailed Implementation Plan and the long-term goal of building momentum toward GEO Forum 2028.
5. Coordination & Quality assurance
Serve as the communications liaison across partners and content providers, ensuring clarity of message and consistency of tone.?
Coordinate contributions and feedback from WMO, GCOS, GEO, and creative agencies as needed.
Monitor alignment of outputs with project goals and provide quality assurance throughout.
6. Monitoring, Learning & Reporting
Compile a final outreach report capturing results, lessons learned, and recommendations for communications in the lead-up to the GEO Global Forum 2028.
DELIVERABLES AT THE END OF THE CONTRACT:
Disclaimer: All deliverables listed below are expected to be produced by the end of the contract period. However, the content and format of each deliverable may be reviewed and amended on a rolling basis every six months, based on evolving needs, priorities, and feedback from stakeholders.
QUALIFICATIONS
Education
A university degree (Master or equivalent, from an accredited institution) in Communications, Journalism, Marketing, Public Relations, or a related field.
A formal qualification in content production, video, or professional writing would be considered a distinct advantage.
Experience
- Advanced skills in video production and multimedia storytelling, from concept to delivery. Mastery of video editing software such as Final Cut Pro, Adobe Premiere Pro, Da Vinci Resolve or equivalent.
- Excellent command of digital tools and content management systems; strong proficiency in analytics and performance tracking.
- Strong editorial, writing, and proofreading skills, with experience producing a wide range of products including feature articles, reports, scripts, and presentations.
- Ability to work independently and under pressure, manage competing priorities, and deliver high-quality outputs in fast-paced, multilingual environments.
- Strong understanding of how Earth intelligence and climate data support global policy frameworks, including the Sustainable Development Goals (SDGs), the Paris Agreement, and the Sendai Framework for Disaster Risk Reduction.
Other requirements
- At least 7 years of progressively responsible experience in digital content creation, multimedia production, and communication strategy in international or multilateral settings.
- Demonstrated ability to lead content development across platforms-including video, editorial, and social media-to drive engagement and visibility.
- Proven track record of managing campaigns and stakeholder engagement at the global level.
Languages
Excellent knowledge of English (both oral and written). Knowledge of other official languages of WMO would be an advantage.
