Nature of the consultancy:ย Consultant (conflict and fragility analysis, and report development)
Project Context and Scope: The Highlands Region of Papua New Guinea continues to face interlinked challenges including recurring communal violence and political tensions, dispute over land and resources, and the growing impact of climate-related shocks and natural hazards. These issues have weakened social cohesion, displaced families, and strained the relationship between communities and government institutions.
Under the United Nations Highlands Joint Programme Phase 2 (HJP2), IOM and the UN Agencies collaborate to strengthen conflict prevention, community stabilization, build resilience to climate shocks, and natural hazards risks, and improve data and knowledge management for informed decision-making. IOMโs intervention will contribute on the data management and knowledge sharing, development of conflict and fragility analysis, facilitating inclusive dialogue, and strengthening local capacities to sustain peace and stability in the Highlands Regions.
To support this, IOM seeks a Stabilization, Conflict, and Fragility Analyst to lead ongoing analysis of social, political, climate-related, and security dynamics across the Highlands region of PNG, with a specific programmatic focus on Enga, Hela, Southern Highlands, and Western Highlands Provinces. The role will ensure evidence-based insights guide programme design and adaptation and will contribute to establishing the Highlands Peace Institute as a regional platform for research, dialogue, and knowledge generation.

Category A Consultants: The consultant will perform the following tasks:
Data collection and analysis: collect, verify and analyse conflict related data and information from various sources including government authorities, partners, and communities to track in trends of conflict, displacement, and broader fragility.
ย Monitoring and Reporting: Maintain regular communication with the field teams and partners, develop and update the conflict and fragility database, and produce timely analytical products including conflict analysis report, quarterly assessments, conflict early warning notes, and thematic reports as required by the programme.
Programme Support: Provide evidence-based recommendations to guide conflict-sensitive planning, monitor the relevance of programme activities, and contribute to adaptive management.
Capacity Building: Strengthen the skills of IOM staff and local partners in community-based conflict and fragility monitoring, participatory analysis, and inclusive information gathering.
Coordination and Representation: Participate in community stabilization coordination forum, programme implementation meetings, and represent IOM in engagements with government, civil society, research institutions, and partners.
Peace and Research Support: Contribute evidence and analysis to peace dialogues, peace initiatives, and the development of the Highlands Peace Institute, including shaping research priorities and documenting lessons.
Strategic Engagement: Support programme-level planning, reviews, and evaluations to ensure conflict-sensitive approaches inform HJP2 implementation.
Field and Desk Studies: Conduct thematic desk reviews or field research as requested, and perform additional duties to support stabilization, peacebuilding, and informed decision-making.
Other dutiesย may be assigned as required by the programme in support of community stabilization and peacebuilding activities.
Performance indicators for the evaluation of results
Quality and Timeliness of Analysis: Provides accurate, verified, and timely data analysis and reports (monthly updates, conflict early warnings, quarterly assessments).Stakeholder Engagement: Maintains regular communication with field teams, authorities, and partners, ensuring reliable real-time information flow.Knowledge Products and Tools: Produces clear analytical briefs, maps, dashboards, and updates, and keeps the conflict/fragility database up to date.Programme Support and Recommendations: Delivers actionable, evidence-based recommendations that inform activity design, adaptation, and conflict-sensitive programming.Capacity Building and Coordination: Strengthens the skills of field staff and partners, contributes to coordination meetings, and supports peacebuilding and research initiatives when required.Term of Payment and deliverables
The consultant will receive a monthly payment equivalent to Level 2 Consultant or based on approved financial proposal. Payments will be as per above schedule after submission of a fully approved monthly progress report including achievements, challenges, lessons & learned and recommendations against the approved workplan. Payments subject to satisfactory confirmation by Programme Managers.
ยEducation, experience, and/or skills are required.
Masterโs degree in Peace and Conflict Studies, Political Science, International Relations, Anthropology, Development Studies, Security Studies, or a related field. A bachelorโs degree with substantial relevant experience may be accepted.At least 5 years of experience in conflict analysis, peacebuilding, stabilization, humanitarian programming, or related fields.Proven experience in research, conflict analysis, or fragility assessments in complex environments.High attention to detail and strong follow-through to ensure timely completion of tasks.Ability to work independently, take initiative, and produce clear, actionable analysis under tight deadlines.Experience engaging with government counterparts, community actors, and UN or INGO partners.Experience working in complex, fragile, or conflict-affected environments preferably within the Pacific or PNG is desirable.Excellent written and oral communication skills in English.Strong proficiency in Microsoft Office applications, including Word, Excel, PowerPoint, and Outlook.

Yes, within the country. IOM will provide transportation. The Daily Subsistence Allowance (DSA) will be providedย only when the consultant is required to travel outside their duty station.
