Project Context and Scope The development of an integrated border management strategy is required to enhance border control effectiveness across land, air, and maritime domains, with focus on strengthening security measures, facilitating legitimate trade, increasing efficiency, and managing migration flows. ย Organizational Department / Unit to which the Consultant is contributing ย The consultancy is focused on developing a comprehensive National Integrated Border Management (IBM) Strategy for Belize that strengthens security, facilitates trade, manages migration flows, and enhances inter-agency coordination across land, air, and maritime borders. It involves gap analysis, stakeholder engagement, and the creation of an actionable implementation plan, aligning with international best practices and Belizeโs national priorities. Tasks to be performed under this contract
First deliverable - Preliminary & consultation reports - Deliverable by email and in two printed copies by 31 October 2025 (Month 2) Second deliverable - Draft strategy document - Deliverable by email and in two printed copies by 2 January 2026 (Month 4) Final deliverable - Final strategy documents - Deliverable by email and in two printed copies by 27 February 2026 (Month 6) ย Performance indicators for the evaluation of results
The consultant will report to IOM Belize and will coordinate with an established Technical Committee comprised of relevant government and conservation agencies.
ย Education
- Advanced degree in International Relations, Security Studies, Public Policy, Migration Governance or related field Experience
- Minimum 10 yearsโ experience in border management, customs, or related areas
- Experience working with government agencies and international organizations
- Proven track record in strategy development Skills
- Strong analytical and report writing skills
- Knowledge of international best practices in border management
- Strong research, analysis, and synthesis skills
- Stakeholder engagement and facilitation
- Strategic planning and policy development Languages IOMโs official languages are English, French and Spanish.
