Train ATC unit instructors and On-the-Job Instructors (OJTIs) in the appropriate use of competence reporting tools and in report writing. Oversee the delivery of the overall CBTA process; provide guidance and support to all users (+/- 250 trainers) through individual development plans. Design learning and development programmes to boost competences of operational staff in a more effective and efficient way, in line with the CBTA metrics. Follow-up the design of Competence Based Assessment System (CBAS) incorporating the user feedback and liaising with technical teams to implement platform developments. Plan and execute internal audits of CBTA implementation and CBAS use, ensuring adherence to relevant procedures and regulation, and identifying areas for improvement. Develop training materials (with external training organisations) and plan sessions to enhance understanding and implementation of tools, processes, and compliance standards. Gather, analyse, and interpret data to identify trends, assess risks, and provide actionable insights for decision-making. Monitor and maintain quality standards and ensure the delivery of high-quality processes through quality control and assurance mechanisms. Collaborate with internal and external partners, participating in events, workshops, studies, and projects to share expertise and contribute to initiatives in competence-based training and assessment. Act as a point of contact between internal teams, external partners, and regulatory bodies to align compliance objectives and ensure effective and timely communication. Stay updated on latest developments/methods/best practices/trends and share them within the internal community to enhance organisational knowledge. Carry out any other task in line with the main purpose of the job.

Required qualifications, experience & competencies

University degree in a relevant domain of 4 years or of 3 years plus 1 year of relevant professional experience. Train-The-Trainers certificate Internal candidates can check on the intranet to see what level of in-house experience is considered equivalent to educational qualifications where appropriate. A minimum of 3 year(s) of relevant working experience. Experience with development and implementation of processes and policies. Experience of competence management and competence assessment methods in aviation domain. Experience in applying regulatory requirements (EASA, BSA-ANS) on operational training & assessments. Experience in designing and delivering training programmes (e.g. initial OTJI training & refresh courses) for trainers/instructors. Knowledge of the development of software used for competency-based training and competence assessment, focusing on the user perspective. Following knowledge/experience would be considered as an asset: Knowledge of competence evolution assessment method (e.g. method based on the SHELL model). Understanding the impact of automation on operational staff in aviation and skill erosion. Communication : You are able to foster two-way communication. Planning & Organising : You plan ahead and adapt as required. Quality focus : You set and foster high quality standards. Analytical thinking : You analyse information and identify relationships. Team work : You foster teamwork. Ability to work in a multinational and multicultural environment. The working languages of the Agency are English and French. For this particular job, candidates must be proficient users of English at level C1. The levels relate to the European-framework-reference Common European Framework of References for languages (CEFR).

The selected candidate will be offered a contract for a duration of five (5) years in accordance with the provisions of the Staff Regulations governing officials at EUROCONTROL. This contract may be renewed for a total duration of up to nine (9) years, or it may be converted into an undetermined contract. The selected candidate must successfully complete a probationary period of nine (9) months before being established in the post. Internal candidates
If selected, the person will keep their current type of appointment duration (undetermined or determined).
The internal staff member with a determined contract will be offered, in principle, an appointment for 5 Year(s) with a maximum total duration of 9 years. The successful candidate shall be appointed at the grade set out in this vacancy notice, or if a group of grades has been published for a job level, in principle at the basic grade of the published job level. Candidates declared suitable who are not selected for the post will be placed on a reserve list for similar roles. The reserve list will be valid for one year from the closing date of applications.
