Result of ServiceThe project requires the expertise of a consultant who will serve as a Communications Specialist and who will develop and implement a comprehensive and interactive communications strategy and plans, which seek to consolidate knowledge and public opinion related to the implementation of the ENBCS and FCC through Paraguay+Verde. Specific tasks and responsibilities Under the supervision of the UNEP REDD+ Programme Officer, and the coordination of daily activities by the Paraguay +Verde Project Coordinator and in constant coordination with the Strategic Planning Directorate (DPE) and the Social Communication Directorate (DIRCOM) of MADES, the Communications Specialist Consultant will perform the following tasks and responsibilities: โ€ข Under the guidance of the Project Coordinator, develop, coordinate and implement the project strategy and communication plans, including the identification of resources, dissemination channels, key issues to prioritize and other needs. โ€ข Following the guidance of the Project Coordinator build a stakeholder map, identify the project's internal and external priority audiences at local, national and international levels for internal and external project communications. โ€ข Identify and build a network or networks of project stakeholders (government entities, counterparts, construction chambers, professional associations, NGOs, academia, media, United Nations, among others). โ€ข In coherence with UNEP's corporate communication style and policy, it constructs and project narrative that allows it; Develop communication and information materials adapted to the realities and communicative forms of the prioritized audiences. โ€ข Establish and maintain relationships with media and journalists at local and national levels (key messages, communication protocols for crisis situations); identifying the required press providers (press monitoring, spokesperson and national campaigns). โ€ข Monitor the development of the project website (in English and Spanish), including the content and its updating. โ€ข Identify, anticipate, report and establish corrective measures to the risks and potential problems of the implementation of the strategy and communication plans (crisis communication) โ€ข Promote and ensure the incorporation of the approach of equal opportunities for men and women and inclusion of indigenous communities within communication messages. โ€ข Monitor the visibility of the project through the media, publications, social networks and others. โ€ข Generate reports with metrics on participants to events, publications, number of visitors to online news and web pages, among others. โ€ข Develop and maintain a calendar of project events and manage messages and information material to ensure the success of major activities and project visibility. โ€ข Generate a database of information and materials and contacts of the actors and participants of the activities carried out. โ€ข Protect the proper use of the visual identity and brand of the project โ€ข Maintain a (digital) archive of the information and materials made. โ€ข Organize conferences, workshops, seminars and/or other activities identified within the framework of the project in order to present progress, results and impacts to different audiences. โ€ข Develop written and audiovisual communication materials, including press releases, reports, material for the web and social networks, flyers, newsletters, notes and the like, under the guidelines and guidelines of the Project Coordinator โ€ข Work closely with the project knowledge management specialist to identify opportunities to capture and disseminate knowledge, progress and key results. โ€ข Coordinate and collaborate with the communication teams of the implementing partners to disseminate project activities and messages. โ€ข Generate internal and external capacities for effective guidance in the development of communication material on project results and impacts. โ€ข Accompany field work in the interior of the country for management and communication streamlining. โ€ข Carry out other activities that are necessary and/or entrusted in communications. Work LocationAsunciรณn, Paraguay Expected duration10 months+15 days Duties and ResponsibilitiesThe United Nations Environment Programme (UNEP) is the leading global environmental authority setting the global environmental agenda, promoting the coherent application of the environmental dimension of sustainable development within the United Nations system and acting as an authoritative advocate for the global environment. Its mandate is to coordinate consensus-building on environmental policies by keeping the global environment under review and bringing emerging issues to the attention of Governments and the international community for action. The UNEP Office for Latin America and the Caribbean (LACO), located in Panama City, Panama, works closely with the 33 countries of the region and its activities are integrated into the Medium-term Strategy and Programme of Work approved by the United Nations Environment Assembly (UNEA). In November 2019 and with the support of UNEP, the Green Climate Fund approved a disbursement of $50 million for Paraguay as payments for results (RBPs) for avoided deforestation during the period 2015-2017. The implementation of the FLR programme in Paraguay, called \"Paraguay + Green\", is implemented jointly by the UN-REDD Programme agencies (UNDP, UNEP and FAO) with the administrative support of UNOPS offices in Paraguay. The Paraguay +Verde program will support the generation of new CO2 emission reductions through the implementation of the National Strategy for Forests and Sustainable Growth (ENBCS). The program has a component of strengthening the capacities of state institutions for forest monitoring and management, including the development and implementation of early warning systems for fires and deforestation, territorial planning and the participation of indigenous peoples, the private sector and rural communities, and the promotion of sustainable forest management and the promotion of good agricultural and livestock practices. Additionally, the program will boost the National Climate Change Fund (FCC) and the creation of economic development instruments for the implementation of activities that result in the reduction of emissions from deforestation and / or forest degradation. The project requires the expertise of a consultant who will serve as a Communications Specialist and who will develop and implement a comprehensive and interactive communications strategy and plans, which seek to consolidate knowledge and public opinion related to the implementation of the ENBCS and FCC through Paraguay+Verde. The consultant will be supervised by the REDD+ Programme Officer of the UNEP Office for Latin America and the Caribbean, and with the direct coordination of daily activities by the Paraguay +Verde Project Coordinator and in constant coordination with the Directorate of Strategic Planning (DPE) and the Directorate of Social Communication (DIRCOM) of MADES. He/She will be based in the Offices of the Ministry of Environment and Sustainable Development (MADES), located in Asunciรณn, Paraguay and must comply with 40 hours a week, from Monday to Friday full-time basis. Availability of travel within and outside the country might be necessary for the consultation processes. Qualifications/special skillsACADEMIC โ€ข Bachelor's degrees in communication, journalism, marketing, or related careers are required โ€ข Master's degree in journalism, marketing, communication or related careers is desirable. EXPERIENCE โ€ข Three (3) years of experience in the design, development and/or implementation of communication strategies and plans is required. โ€ข Experience of working in multilateral organizations, multinationals, international organizations, agencies and / or governmental institutions is desirable. โ€ข Experience in the United Nations System is desirable. โ€ข Professional experience in the development of graphic and/or audiovisual design materials (photography and filming) is desirable. โ€ข Social media management experience is desirable. LanguagesLANGUAGE โ€ข Fluency in Spanish is required. โ€ข Confident level of English is desirable โ€ข Confident level of Guarani language is desirable.
