Project Context and Scope:

ย The Regional Data Hub (RDH) is scaling-up the production of migration-data knowledge products (country profiles, policy briefs, dashboards, infographics, slide decks, factsheets). Current staff capacity is insufficient to ensure timely, high-quality design, layout and dissemination of these outputs. To enhance RDH visibility and uptake, a short-term Communication & Knowledge-Management Consultant is required to create standardized templates and finalize the first wave of products.

First deliverableย โ€“ย Submission of visual templates for RDH knowledge products (factsheets, briefs, reports, dashboards, presentations); dissemination plan and guidelines ensuring brand compliance and communication standards.

Second deliverableย โ€“ Submission ofย design and layout of required finalized knowledge products (e.g. country profile, policy brief, infographic) and production of multimedia products tailored for social media dissemination in both English and Arabic.

Final deliverableย โ€“ Submission ofย compilation of all multimedia assets, finalized templates and knowledge products; report on visual communication effectiveness; presentation of outcomes; delivery of digital asset library and usage guidelines. Perform any additional communication-related tasks as and when required during this consultancy assignmentย ย

Education, Experience and/or skills required

University degree in multimedia, visual communications, design, or related field; or equivalent professional certification with extensive experience. At least 10 years of professional experience in visual communications, graphic design, photo editing, and video production. Demonstrated ability to: Design and layout reports, brochures, infographics, and presentations using Adobe InDesign and Canva. Edit and retouch photos for publications and social media using Adobe Photoshop. Produce and edit short videos, interviews, and event highlights using Adobe Premiere Pro or similar tools. Create tailored social media content for Facebook, X (Twitter), Instagram, and LinkedIn. Ensure visual content adheres to IOM/UN branding and visual identity guidelines. Support advocacy and visibility campaigns through multimedia asset creation. Organize and maintain digital asset libraries for easy reuse and distribution. Knowledge of Adobe Creative Suite (InDesign, Illustrator, Photoshop, Premiere, After Effects), Canva, and other relevant tools. Familiarity with communication needs of international development and humanitarian actors. Experience working with UN agencies, particularly IOM, is an advantage. Fluency in English required; Arabic or French is an asset

Performance indicators for the evaluation of results

Timeliness: All deliverables submitted in accordance with the agreed timeline and contractual milestones. Design Quality: Visual assets (reports, infographics, presentations, brochures) are professional, polished, and aligned with IOM/UN branding standards. Multimedia Execution: High-quality video and photo editing outputs are produced, including short interviews, event clips, and enhanced imagery for publications and social media. Social Media Readiness: Visual materials are effectively adapted for use across multiple platforms (Facebook, Instagram, LinkedIn, Twitter/X), with platform-appropriate formats and messaging. Usability and Scalability: Templates and digital assets are user-friendly, replicable, and easy to adapt by RDH or IOM country offices. Strategic Relevance: Content developed contributes clearly to RDH goals in visibility, donor engagement, and data communication. Brand Compliance: All products adhere to IOM and UN communication guidelines, with consistent visual identity and tone. Feedback Responsiveness: Timely and constructive incorporation of feedback from the RDH, IOM RO Comms team, and other stakeholders. Collaboration: Effective coordination with RDH team members, regional communications focal points, and external stakeholders. Asset Management: Multimedia files are organized, labeled, and delivered in a structured format for future reuse by IOM staff (e.g., digital asset library).

Travel required

At least one travel is required to the MENA region during the Consultancy to present the finding of the final report.
