Organizational Context and Scope
The Global Shared Services Centre (GSSC) is a critical component of IOMโs institutional reform and modernization efforts. As GSSC continues to expand its role, delivering streamlined and efficient services to the Organization, effective communication and agile change management have become essential to ensuring successful transitions and long-term adoption.
Under the direct supervision of theย Director, GSSC,ย theย Communications and Change Management Officer will substantively contribute to the development, and ensure the implementation of, internal communication strategies and structured change management approaches that support staff engagement, stakeholder alignment, and a culture of transparency, innovation, and continuous improvement.
1. Strategic Communications
โข Provide substantive inputs for the development of and implement internal communication strategies for the GSSC that align with institutional goals and promote organizational culture.
โข Create clear, timely, and engaging content for diverse audiences including HQ departments, regional and country offices, and internal staff.
โข Manage internal communication platforms and channels to ensure regular updates on GSSC priorities, progress, and initiatives.
โข Draft talking points, briefing notes, newsletters, FAQs, and multimedia content in support of GSSC leadership and key stakeholders.
โข Facilitate consistency in messaging across all communication outputs in collaboration with the Communications Division.
2. Change Management Design and Support
โข Develop change management frameworks for key GSSC initiatives, with a focus on stakeholder engagement, readiness, and adoption.
โข Conduct change impact assessments and stakeholder analyses to tailor interventions that support smooth transitions.
โข Support leadership and project teams in planning and delivering communication and training activities related to change initiatives.
โข Monitor change risks and resistance; recommend practical solutions and capacity-building tools to mitigate them, escalating significant resistance to theย Director, GSSC.
3. Stakeholder Engagement and Advocacy
โข Facilitate two-way communication across the organization to help ensure that feedback and concerns are evident and addressed proactively.
โข Develop and implement staff engagement activities that build ownership, promote values-based leadership, and foster collaboration across business units.
โข Provide sound advice to senior leaders and managers on communications and change approaches.
4. Monitoring and Continuous Improvement
โข Develop indicators to measure the effectiveness of communications and change management efforts.
โข Use data, surveys, and feedback to improve strategies and ensure continuous learning.
โข Prepare periodic reports, case studies, and knowledge-sharing materials that document lessons learned and best practices.
5. Perform such other duties as may be assigned.
Required Qualifications and Experience
Education
โข Masterโs degree in Communications, Organizational Development, Public or Business Administration, International Relations, or a related field from an accredited academic institution with five years of relevant professional experience; or,
โข University degree in the above fields with seven years of relevant professional experience.
Experience
โข Experience in internal communications, change management, stakeholder engagement, or a related field, preferably in international or public-sector settings;
โข Experience developing and delivering communication and change strategies, preferably in complex organizational contexts;
โข Experience with enterprise transformation, HR, or digital innovation projects is an advantage; and,
โข Familiarity withย UN or multilateral environments and cross-cultural communication is desirable.ย
Skills
โข Strong written and verbal communication skills, including ability to translate complex information into accessible content;
โข Knowledge of change management methodologies (e.g., ADKAR, Kotter, etc.) and communication tools;
โข Strong facilitation, coordination, and relationship-building skills;
โข Proficiency in MS Office applications; familiarity with communication tools such as SharePoint, Canva, or intranet management systems is an asset; and;
โข Ability to manage multiple priorities under tight deadlines and work in a multicultural environment.
Language
IOMโs official languages are English, French and Spanish.ย
For this position, fluency in English is required (oral and written).ย Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.ย
