Background
The United Nations Development Program (UNDP) has been working in Haiti since June 28, 1973. The UNDP is part of the United Nations system along with 17 other agencies also present in the country. Its presence is defined by a basic agreement with the Government of Haiti, which sets out the basic conditions under which the program will support the Government in the implementation of its development projects.
UNDP supports the Government of Haiti in its long-term approach to sustainable development by supporting capacity building of national institutions, the local private sector and communities in Haiti to better prepare the country's future and build a strong and resilient nation.
UNDP interventions are based on a Strategic Plan. The Strategic Plan is grounded in UNDP's ongoing commitment to eradicating poverty, support countries in their pathways towards the SDGs and working towards the Paris Agreement. It envisions bold goals, making a difference to millions of lives, including through tackling multidimensional poverty, energy access, elections participation and development financing. It explains how UNDP will develop our six signature solutions โ powered by digitalization, innovation and development financing โ for greater impact. In order to achieve this goals, communication is key.
The role of the Country Office Communications Unit is to adopt UNDPโs global communication strategy to a local context and the Country Office development priorities. Through the production of high-quality communication materials and innovative use of relevantly targeted communication channels (internal and external), the communications team works collaboratively to position UNDP as a leader in the development arena, promote visibility of UNDP program outcomes/development results, mobilize support for Sustainable Development Goals in the country, and practice delivery as one UN.ย
Duties and Responsibilities
Under the guidance and direct supervision of the RR and DRR, the Communications Analyst implements the corporate communications strategy, as well as provides inputs to the design, management and implementation of the Country Office communications and publication strategies, which are geared to influence the development agenda, promote public and media outreach, and mobilize political and financial support for UNDP.ย
This role requires a seasoned communicator with strong experience in journalism, media relations, and multimedia production, capable of curating compelling content across platforms.ย The Communications Analyst supervise and lead the communications staff of the country office and maintains a regular working relationship with the Regional Communications Adviser. The Communications Analyst works in close collaboration with the Programme and Operations teams, staff of other UN Agencies, UNDP Communications Region and HQ staff, government officials, international and local media, subject matter experts, donors, and civil society to ensure successful implementation of UNDPโs communication strategy in the Country Office.ย
UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions, teams, and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration.
1.) Implement internal/external communication strategies and outreach and contribute to their development.ย Example of Duties: Prepare and conduct communications needs assessments for the country office (e.g., for projects, the country programme, and corporate change initiatives). Draft and edit the country office communications and outreach strategy based on country office strategic priorities and the UNDP External Communications Action Plan.ย Provide communication input during the project and programme formulation stage to integrate communication needs and strategies in all aspects of UNDP development program. Maintain increased coverage and understanding of the UNDPโs work in the country or practice area through local and global media stories as guided by the UNDP External Communications Action Plan.2.)ย Implement the country office publications strategy and plan based on the corporate publications policy.
Example of Duties: Identify and develop storylines for publications, and draft substantive articles that contribute to and generate conversations on key development issues.ย Coordinate and manage the country office publication activities, such as content management in line with corporate guidelines. Liaison with and maintain a database of contact details for journalists. 3.)ย Provide technical support to UNDP digital communications in country office that includes social media, web site, intranet, and CO web-based knowledge management system. Example of Duties: Lead innovation in digital outreach, including video storytelling, motion graphics, podcasts, and livestreaming, in coordination with global campaigns. Provide support in implementing country office digital communication strategy. Generate content for the web site and other social media platforms to ensure consistency and better outreach. 4.)ย ย Implement UNDPโs campaign initiatives toย engage different stakeholders (i.e., government, donors, media and public) and increase awareness of UNDPโs mandate and goals. Example of Duties: Promote and maintain public information campaigns on UNDP activities. Collect and package information for donor review in collaboration with programme staff and supervisor to support campaign and advocacy initiatives. Organize roundtable discussions, press conferences, briefing sessions, interviews, launches to engage stakeholders. Support โOne UNโ agenda in line with UNDPโs Campaign and Advocacy agenda.ย Ensure access of journalists to subject-matter experts and UNDP spokespeople; and provide newsworthy information to the national public. 5.)ย Assist in leading the effort of country officeโs knowledge management and dissemination.ย Example of Duties: Identify and synthesize best practices and lessons learned directly linked to programme country goals and activities.ย Provide sound contributions to knowledge networks and communities of practice including corporate communications repositories.ย Provide training, consultancy, and advice to UNDP staff on internal and external knowledge management.ย Maintain UNDPโs Intranet on country office activities for internal knowledge sharing; and share relevant knowledge products with external stakeholders through corporate website.ย Work with the Programme teams to ensure all knowledge products are captured, updated, readily available and in the right order, as and when necessary. 6.)ย ย Advise the RR on strategic communications and public representation.ย Example of Duties: Provide guidance to the RR on positioning, narrative, and messaging across key public engagements and interventions, including speeches, op-eds, media interviews, and high-level events. Draft or review communication materials and talking points to ensure consistency, alignment with UNDPโs strategic goals, and adaptation to national context and sensitivities. Support the planning and amplification of the RRโs public appearances, ensuring effective media coverage and visibility across digital and traditional platforms. The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization. Advanced university degree (master's degree or equivalent) in communication, journalism, international relations, public administration, or related field is required, orย A first-level university degree (bachelorโs degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.ย ย Experience, Knowledge, and Skills Minimum of 2 years (with masterโs degree) or 4 years (with bachelorโs degree) of progressively responsible experience in journalism, strategic communications, public relations, or advocacy, including content production for print, broadcast, and digital media. Proven experience in leading communication strategies and teams, ideally in a complex, multilingual, or crisis-prone environment. Proven experience producing, supervising or commissioning broadcast-ready videos and audio content, managing external production teams, and ensuring editorial quality across all formats. The ideal candidate will have a strong background in journalism or media production, with published work in recognized outlets or a history of managing content with impact. Experience in the use of computers and office software packages (MS Word, Excel, etc.). and advanced knowledge of web-based management systems such as ERP. Previous experience in the field at national or international level, preferably in international organizations is an asset Previous experience working with the UN or international organizations is an asset. Experience developing communication materials in crisis or high-risk environments, with sensitivity to security, political, and reputational considerations, is a plus. Knowledge of digital communications tools and platforms, including website CMS, social media management tools, and analytics dashboards.
