Background
The Joint Programme on Inclusive, Competitive and Responsible Digital Philippines (JP Digital-PINAS) aims to leverage digital innovation for inclusive growth and resilience, aligning with UN frameworks and Sustainable Development Goals (SDGs). It addresses digital disparities among marginalized groups through a three-pillar strategy: enhancing MSME capabilities, improving digital access, and fostering gender-responsive policies.
The JP brings together a coalition of partners, leveraging the strengths and resources of Participating UN Organizations (PUNOs) โ United Nations Development Programme, International Labour Organization, and the International Trade Centre โ under the auspices of the UN Resident Coordinator, alongside key government agencies. With a multi-stakeholder approach, collaboration with local governments, the private sector, civil society, and international donors ensures alignment with national priorities.
UNDP is looking for a Communications Analyst who will be part of the Joint Programme Management and Coordination Unit (JPMCU) based in Manila and will support the communication efforts of JP Digital-PINAS, particularly in line with the formulation and implementation of a Strategic Communication and Advocacy Plan, ensuring that the programmeโs key messages reach target audiences and contribute to its overall objectives.

Duties and Responsibilities
The Communications Analyst will work under the overall supervision of the Joint Programme Coordinator with oversight from the UNDP Institutions & Partnerships Programme Team. He/She is expected to work closely with the rest of the JPMCU, UNDPโs Communications team, UN Resident Coordinatorโs Office, United Nations Information Centre, and communications counterparts from ILO and ITC.ย
The Communications Analyst will be responsible for developing and implementing the communication strategy for JP Digital-PINAS.ย
Key functions include:ย
Development and implementation of the JP Digital-PINAS Communications and Visibility Plan in coordination with the communications counterparts from ILO, ITC and UN Resident Coordinatorโs Office (UN RCO), and in alignment with donor branding guidelines.
Prepare and conduct a communication needs assessment for the Joint Programme.ย Formulate the Joint Programme Strategic Communications and Advocacy Plan in consultation with project partners and key stakeholders based on Joint SDG Fundโs strategic priorities.ย ย Develop high-quality written and audio-visual communication materials for awareness-raising campaigns, including press releases, articles, infographics, videos, and presentations showcasing the JP and its achievements and impact, tailored to target audiences, in coordination with ILO, ITC, and the UN RCO. Provision of inputs and researched information to integrate advocacy and communication strategies into all aspects of the Joint Programme. ย Ensure the alignment of all communications materials with donor branding guidelines.ย Organize press conferences, briefing sessions, interviews, and other media events as needed to promote high-level JP activities. ย Organize and implement joint UN information campaigns. ย Monitor the implementation of the Communications and Visibility Plan. Serve as the Communications focal person of the Joint Programme.Knowledge building and dissemination of JP achievements, good practices, and key messages to relevant stakeholders.
Lead the development of Information, Education, and Communication materials to promote the JP to relevant stakeholders.ย Contribute to knowledge networks and communities of practice, including corporate communications repositories.ย Closely coordinate with UN agenciesโ communication focals in ensuring knowledge management and dissemination. Provide inputs to donor reports and corporate requirements as needed. Support the formulation of talking points, speeches, and briefing materials for the UN Resident Coordinator, UN Heads of Agencies, and other senior staff.Maintenance of the online presence of JP Digital-PINAS, including on social media, and management and updating of a web-based knowledge management system.
Maintain and update relevant websites and online presence of the JP, ensuring consistent branding and high-level content. Supervise the development and publication of social media materials. Track online engagement and effectiveness of communication efforts and adjust as needed to ensure high impact and visibility. Create and maintain a repository of communications materials, knowledge products, and photos of the JP.The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Required Skills and Experience
Education:
Advanced university degree (master's degree) in Journalism, Media Relations, Communications, or a related field is required OR First level university degree (bachelorโs degree) in fields mentioned above in combination with an additional two (2) years of qualifying experience will be given due consideration in lieu of the advanced university degree.Experience:
Applicants with Masterโs degree (or equivalent) in a relevant field of study are not required to have professional work experience. Applicants with Bachelorโs degree (or equivalent) are required to have minimum of two (2) years of progressively responsible experience in formulation and implementation of communications and advocacy strategies; and facilitation of knowledge building and managementย Proven experience in the usage of computer and office software packages (MS Word, Excel, etc.) and Adobe Creative Cloud Applications (Adobe InDesign, Adobe Photoshop, Adobe Illustrator) Excellent written and oral communication skills, especially the ability to craft and present clear and concise messages tailored to different audiences Proven experience at the national level in developing written and audio-visual communication packages to promote the activities of international development organizations Strong understanding and mastery of website management and digital communication tools and platforms, including YouTube and social media networks Previous working experience with the UN or other international organizationยRequired languages:
Fluency in spoken and written English and Filipino is required. Knowledge of local languages in Mindanao is desirable.Travel:
