Mission and objectivesWHO provides technical support to Member States to strengthen national health information systems and enable the generation of timely and reliable evidence to assess the health situation and trends, and the health system response. The WHO Country Office in Qatar was opened in March 2022. The WHO Representative in Qatar is Dr Rayana Bou-Haka, appointed on 2 June 2023. Dedicated to the health and well-being of all people and guided by science, WHO leads and champions global efforts to give everyone, everywhere an equal chance to live a healthy life. WHO, in collaboration with the Government and Ministry of Public Health in Qatar, is dedicated to establishing a strong partnership to better improve the health and well-being of all people in Qatar and champion efforts to make Qatar a role model in public health inside the Region and beyond.
ContextWithin the country office, the role of the Communication Specialist is to contribute to the development and delivery of communication activities to support national health priorities, and to support global and regional guidance from the WHO. The role is to translate key public health information into culturally appropriate messages to be communicated to key stakeholders. International UN Associate Volunteers in Qatar are entitled to: - Monthly Volunteer Living Allowance (VLA) at the amount of USD 2,266.95 - Annual and learning leaves; - Entry lump sum USD 4000 - Exit allowance ($225 for each month served, paid on completion of contract) - Free Medical and life insurance - Free access to different learning platforms
Task DescriptionUnder the direct supervision of the WHO Representative in Qatar, the UN Volunteer will undertake the following tasks: - Develop and implement a comprehensive communications action plan for the WHO Country Office in Qatar in close coordination with the Regional Strategic Communications for health team at WHO/EMRO, - Draft meeting reports, concept notes, and opening remarks for the events organized by the country office, - Identify subjects of interest and contribute to conceptualization and developing content for communications products such as messages, success stories from the field, media releases, advocacy and corporate communications materials, reflecting the health situation and WHO's work in an effective manner, - Develop regular newsletter, internal talking points, web and feature stories/messages, and updates where appropriate to support the WHO Country Officeโs projects, showing human face of WHO, including profiles of WHO staff and health care professionals, - Facilitate production and proper dissemination of WHO Country Office communications products including but not limited to audio-visual and printed materials, multimedia presentations, media releases, etc., - Facilitate establishing and maintaining contacts, with relevant communications supplier including video/photographers, graphic designers, multimedia producers, social media specialists, etc and establish a roster of such professionals for WCOโs communications needs, - Establish and maintain a network of contacts with the media institutions to ensure the dissemination of information on WHOโs regular activities and emergency response; arrange for interviews and filming opportunities to support high visibility of WHO humanitarian work through television, radio and newspapers exposure; provide support to broadcast media and journalists and facilitate their access to related information, as appropriate, - Develop content, monitor and update WCO's websites, Social Media accounts (e.g. Facebook and Twitter) in accordance with guidelines and standards used throughout the Organization to ensure consistency of approach; liaise with EMRO and HQ to ensure maximum visibility on global and regional social media channels, - Maintain and update a database of photos and multimedia content for WCO, in various health fields including but not limited to health emergency subjects covering affected populations, health situation, and WHO health response on the ground, - Act as a counterpart and collaborator for the WHO/EMRO Regional Strategic Communications Programme/network and facilitate developing content for Regional โEmergency Communicationsโ, โCommunications for Health (C4H)โ and other relevant regional communications streams, - Liaising with communications counterparts in the MOPH and other partners in Qatar, - Provide support in conducting communications capacity building workshops for WCO and Ministry of Public Health and partners, - Perform other tasks as guided by the head of office to support the country office technical and operation activities, in close collaboration with relevant team members and units, - Manage relevant communication procured services and contracts, monitor implementation and report on progress, - Coordinate and Collaborate with all relevant counterparts in the Ministry of Health, the UN agencies, and other partners to identify, create and handle communications opportunities, Furthermore, UN Volunteers are required to: - Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day); - Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; - Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities; - Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; - Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; - Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Living conditions and remarksAs per standard UN living conditions for Qatar Qatar is known for its hot, dry climate with some humid days and the frequent summer sandstorm however, the weather is very agreeable in the winter with plenty of outdoor activities. Generally, Qatar enjoys good weather between October and April. The country is known to be a melting pot of cultures with an approximate 70% expatriate population working in the public and private sectors. Generally, Qatar is a safe country. The country is also very walkable with a reliable public transport system. The Qatari Rial is a highly valued currency in the world, the population of citizens and residents enjoy a tax-free income with access to subsidised energy resources and affordable food options. Many religions coexist in Qatar with Islam being the official religion of Qatar, thus modesty in dress code is embraced.
