Task DescriptionEffective communication, advocacy, and visibility are essential pillars of UNICEFโ€™s work, especially in strengthening relations with donors. By showcasing real-life impact, sharing evidence-based results, and highlighting success stories, UNICEF builds trust and transparency with its partners. Strategic communication not only keeps donors informed but also reinforces their sense of shared ownership in advancing childrenโ€™s rights. Through consistent, high-quality visibility efforts, UNICEF ensures that donor contributions are recognized and that partnerships are positioned as catalysts for meaningful, sustainable change in the lives of children and their communities. Under the supervision of the Communication Specialist, the UN Volunteer will assist in planning, implementing, monitoring, and evaluating an advocacy and communication strategy to get childrenโ€™s and womenโ€™s issues into the public domain, strengthen political will in support of UNICEF's mission and objectives in the country, and enhance the organizationโ€™s credibility and brand. The Communication Officer will have the following responsibilities: โ€ข Implement the tasks in the country communication work plan and strategy as assigned. โ€ข Gather content and coverage of relevant country efforts to identify effective relevant country programme activities and results. Develop complementary, country-specific and local community materials and activities. โ€ข Support the production of communication materials (e.g. briefing notes, images, video, Web pages, etc.) that meet the country and global standards as set out in the Communication Toolkit. โ€ข Assist in drafting and editing articles, press releases, human interest stories, and other advocacy/information materials for both web-based and traditional media, as appropriate. โ€ข Follow up on the production of advocacy and communication materials (e.g., films, videos, audio-visuals, etc.), and oversee the qualitative aspects of production (e.g., quality control, translations, reviews of layout and graphic design, etc.) to meet standards as set out in the Communication Toolkit. โ€ข Maintain an up-to-date documentation centre for communication materials including publications, press releases and clippings, photographs, audio-visual materials, web resources, etc. โ€ข Recommend appropriate information and communication materials for use in media, and other advocacy and communication activities. โ€ข Recommend established contacts, networks, resources, and processes to support communication activities. โ€ข Maintain and update media relations contact list/database. Ensure the rapid and accurate dissemination of information to the media. โ€ข Assist in developing and maintaining close collaboration with mass media, as well as with groups and organizations whose support is essential to the achievement of advocacy and communication objectives. โ€ข Assist in drafting and editing articles, press releases, human interest stories, and other advocacy/information materials in all media formats, as appropriate. โ€ข Prepare background communication and promotional materials for briefing and visits of media and other special interest groups. Assist in the planning, logistics, and administrative arrangements for them. โ€ข Assist in collaborating with the media through activities such as organizing project site visits, facilitating photo coverage and TV footage, and utilizing both web-based and traditional media as appropriate. โ€ข Monitor and evaluate the use and effectiveness of media materials. Maintain a library of coverage (clippings, coverage, etc.) โ€ข Assist in coordinating appropriate audience research and compiling and analysing relevant data. โ€ข Monitor and evaluate the appropriate and timely dissemination of advocacy and communication materials to target audiences, and participate in the evaluation of their impact. Monitor and evaluate the use and effectiveness of media materials. Maintain a library of coverage (clippings, coverage, etc.) โ€ข Monitor the public perception of UNICEF in the country and recommend appropriate action to maintain a positive image for the organization. โ€ข Assist in providing feedback to Division of Communications on the use and appropriateness of global communication materials such as publications, images, and multimedia products. โ€ข Ensure good quality data collection, analysis, evaluation, and reporting to ensure effective communication strategies, planning, and effective and efficient advocacy. โ€ข Undertake lessons learned review of successful and unsuccessful communication experiences as directed by supervisor. The UN Volunteer is expected to submit a simplified monthly progress report outlining their main activities completed during that period and their progress toward achieving the above-listed identified tasks. KEY END-RESULTS 1. Communication strategy: The production of communication products and materials is timely executed and followed up to support country communication strategy, regional and global campaigns and priorities, and to support resource mobilization as set out in the work plan. 2. Media relations: Effective and timely professional assistance and support are provided in developing, drafting, and maintaining contact information, materials, and relationships with journalists and media outlets covering all media โ€“ print, TV, radio, web etc. โ€“ in the country, to communicate the story of UNICEF's cooperation to a wider audience. 3. Monitoring and evaluation: Regular monitoring and evaluation activities are undertaken according to the work plan to ensure maximum impact and continuous improvement of country communication efforts. Results and reports are prepared and shared on a timely basis.

Living conditions and remarksNational UN Volunteer Specialist entitlements and allowances: Monthly Living Allowance: MDL 20170 Entry lump sum (one-time payment): USD 400 Exit allowance: MDL 1680 for each month served, paid on completion of the contract Please note that the amounts can vary according to fluctuations in exchange rates. The purpose of the allowances and entitlements paid to UN Volunteers is to enable UN Volunteers to sustain a secure standard of living at the duty stations in line with United Nations standards without incurring personal costs. The allowances are in no way to be understood as compensation, reward, or salary in exchange for the UN Volunteerโ€™s service. Health and life insurance: โ€ข Health insurance: The UN Volunteer and eligible PFU dependents will receive UNV-provided medical insurance coverage. Coverage for UN Volunteers begins from the commencement of service and normally ceases one month after the last day of the UN Volunteer contract date. โ€ข Life Insurance: UN Volunteers are covered by life insurance for the duration of the UN Volunteer assignment. Leave entitlements: โ€ข Annual Leave: UN Volunteers accrue an entitlement to 2.5 days of Annual Leave per completed month of the UN Volunteer assignment. Unused accrued Annual Leave up to a maximum of 30 days is carried over in case of a contract extension within the same UN Volunteer assignment. โ€ข Learning Leave: Subject to supervisor approval and exigencies of service, UN Volunteers may request up to ten working days of Learning Leave per consecutive 12 months of the UN Volunteer assignment, starting with the Commencement of Service date, provided the Learning Leave is used within the contract period. โ€ข Certified Sick Leave: UN Volunteers are entitled to up to 30 days of certified sick leave based on a 12-month cycle. This amount is reset every 12-month cycle. โ€ข Uncertified Sick Leave: UN Volunteers receive 7 days of uncertified sick leave working days in a calendar year. UNICEF Moldova office premises are adapted for people with disabilities. Additional accommodations for the candidate with disabilities can be arranged upon request. UNICEF offers reasonable accommodation for UN Volunteers with disabilities. This may include, for example, accessible software, travel assistance for missions or personal attendant.
