Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP's Ecosystems Division works with international and national partners, providing technical assistance and capacity development for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition. This consultancy post is located in Biodiversity and Land Branch (BLB) in the Ecosystem Division. The consultant will be under the overall supervision of the Head of Biodiversity and Land Branch Key Tasks and responsibilities: 1. Conduct a gap analysis of existing communication systems, tools and practices within Biodiversity and Land Branch This will include but not limited to assessing existing communication assets, their use and accessibility as well as interviewing personnel and partners to understand communication needs and challenges. 2. Identify and categorize key internal and external stakeholders through mapping and analysis, which will then inform tailored messaging for each group. 3. Develop a consolidated communication strategy/framework for Biodiversity and Land Branch by building on existing communication plans for individual Units and programmes as applicable. 4. Develop the action plan (road map) to support the implementation of the strategy/framework. 5. Provide Implementation Support: - Rollout of implementation the communication strategy/framework by developing content, tools, products, guidelines and training materials, and organizing capacity-building activities (e.g. workshops, webinars). - Identify and utilize channels, platforms, networks and media, among others, to effectively communicate key messages to specific stakeholders in line with corporate policy - Identify and utilize effective communication channels to support the dissemination of Biodiversity and Land Branch communication and knowledge products. 6. Coordinate closely with communications focal points in the Branch and the Communications Division to implement the assignment. Communication efforts will be strategically aligned with the Medium-Term Strategy (MTS), Programme of Work (POW), and will support the delivery in priority areas identified under the Nature Action Programme. Qualifications/special skillsMaster's degree or equivalent in communication, information science, knowledge management, international development or related fields is required. A minimum of seven years of work experience in communication and advocacy, knowledge management, organizational learning, information systems or related fields is required. Experience in developing communication strategies, digital tools and delivering on related plans in multi- cultural teams is required Experience in delivering communications within the UN system and environmental programs is an advantage LanguagesEnglish and French are the working languages of the United Nations Secretariat.
