Job Summary:
The Director of the Collaboration Office facilitates coordination and collaboration between the Region XII Office within the federal Office of Head Start, Region XII recipients, providers of early care and education, and other stakeholders that provide services related to the development and learning of eligible Migrant and Seasonal Head Start (MSHS) farmworker children and families and the staff that work with them. This includes promoting partnerships with national organizations, analyzing data routinely collected from grant recipients to identify trends and priorities, and working with state Head Start Collaboration Offices to align early care and education services and supports for MSHS children.
Accountabilities:
Plans, directs, and coordinates activities to ensure that project goals and objectives are accomplished within prescribed time frames and funding parameters.
Determines and monitors scheduling, budget, procedures, and allotment of resources needed for project activities.
Establishes work plans and Standard Operating Procedures to meet project goals and ensure compliance with policies.
Conducts a needs assessment of the communities and recipients of the MSHS program and updates it annually; uses the needs assessment, OHS and Region XII initiatives and priorities, and input from an Advisory Council to develop a strategic plan for the project.
Establishes and regularly convenes an advisory council, comprised of individuals with direct knowledge about the needs of MSHS children and families, to inform the work of the Collaboration Office.
Establishes, promotes, and maintains collaborative relationships among MSHS agencies and national organizations that promote health, mental health, and family services, or other services relevant to MSHS children and families.
Works with state collaboration offices and others at the state and local levels to support the alignment of early care and education services for MSHS children.
Researches funding sources and develops proposals for funding special project activities.
Monitors ongoing activities and the progress towards attaining the goals and objectives of the project.
Responsible for creating, promoting, and maintaining safe and equitable work environments for all personnel, including a harassment- and violence-free work culture, and systems for safeguarding project participants.
Supports performance management and professional development of direct reports, including ongoing feedback, coaching, and career support.
Applied Knowledge & Skills:
Comprehensive knowledge of theories, concepts and practices with project management, process development and execution.

Education:**
Bachelor's Degree in a relevant field, such as Early Childhood Education, Educational Administration, Psychology, Social Sciences, Public or Business Administration, or Public Policy. Master's Degree preferred.
Experience:**
Typically requires 10+ years of relevant experience with project management principles and practices (including 5+ years of line management experience).
Must have experience working with migrant and seasonal Head Start grant recipients, and or working with migrant and seasonal farmworker families.
Demonstrated experience in project management and implementation.
Demonstrated strategic planning, staff development and capacity building experience.
Demonstrated experience in leading and managing complex projects that are strategic in nature.
Must be able to read, write, and speak fluent English and Spanish.

Ability to lift 5 - 25 lbs.

The expected US Based hiring salary range for this role is listed below. Candidates FHI 360 pay ranges represent national averages that vary by geographic location. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, business sector, and budget.
Base salary is only one component of our offer. FHI 360 contributes 7% of monthly base pay to a money purchase pension plan account. Additionally, all US based staff working full-time, which is calculated at 40 hours/week, receive 18 days of paid vacation per year, 12 sick days per year, and 11 holidays per year. Paid time off is reduced pro rata for employees working less than a full-time schedule.
US Based Hiring Salary Range: USD 118,000 - 140,000
