Result of ServiceThe ultimate result of this consultancy is to source and identify high-potential, high-impact, waste-to-energy urban infrastructure projects, in the region of Arab States, to undergo priority project preparation via the Cities Investment Facility. The role requires the Consultant to coordinate and collaborate with multiple stakeholders, including the CIF Secretariat, UN-Habitat staff, programmes and affiliates, and in-country stakeholders including project owners, promoters and developers, in the region. Work LocationHybrid Expected duration6 months Duties and ResponsibilitiesThe United Nations Human Settlements Programme, UN-Habitat, is the United Nations agency for Human Settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. This position is located in the Regional Programme Division. The project sourcing consultant will report to the Program Manager of the Cities Investment Facility. This role involves overall coordination, programme management and substantive integration of UN-Habitat operational and normative activities, with the work of external private and commercial investors. Responsibilities: Within delegated authority, the Consultant will be responsible for the following duties with an overall mission to source and conceptualise waste-to-energy projects in several Arab States countries for the Cities Investment Facility (CIF) programโ€™s Implementing Partners. 1. Work with regional UN-Habitat offices (and UN Regional Coordinators (, amongst others) to shortlist strategic countries with potential for waste-to-energy opportunities. Conduct in-depth market research of several countries, which will inform a geographical scope in which to identify projects that align with CIF waste-to-energy project selection criteria. 2. Draft a report highlighting the key lessons learned from the pilot projects conducted in the region, including but not limited to; 3. Identify other controlled landfills or other potential sites for waste-to-energy projects. 4. Mapping appropriate stakeholders to engage and understand the pipeline of urban infrastructure projects in ideation, in the shortlisted countries. 5. Define the evaluation criteria to assess and shortlist potential waste-to-energy projects 6. Develop project concept notes for the shortlisted waste-to-energy projects 7. Defining a CIF waste-to-energy project action plan 8. Build and maintain relationships with key stakeholders, including government agencies, industry partners, and financial institutions, to facilitate the successful sourcing and onboarding of waste-to-energy projects. 9. Coordinate with UN-Habitat and other partners to support market research, social relationship development, resource provision, and engagement with financial institutions and other stakeholders in the target country/region. 10. Independently prepare project-related documents, including waste-to-energy project proposals, preliminary financial models, project development roadmaps, and other critical materials 11. Regularly report to UN-Habitat on market expansion progress, and project sourcing milestones. 12. Maintain close communication with clients and stakeholders to ensure transparency and smooth waste-to-energy project execution. 13. Develop an advocacy strategy to be implemented with the target country government to facilitate a sustainable integration of waste-to-energy options into a holistic waste management model. Qualifications/special skillsAdvanced degree or higher in sustainable urban planning, management urban governance, engineering (chemical and/or energy), development studies, business administration, geography, management OR economics is required. A first-level university degree in combination with qualifying years of experience may be accepted in lieu of the advanced university degree. A minimum of 4-years relevant experience in project development, waste to energy, resource mobilization, urban development, sustainability, finance, or commercial investment, with a proven track record in supporting Arab States urban development initiatives is required. Relevant knowledge of the current Arab States urban development policies and planning in waste and energy with long-term residency in the region and established social and professional networks is desirable. Relevant knowledge of sustainable urban development project financing and development with experience in waste-to-energy projects, energy or environmental protection is desirable. A strong understanding of UN-Habitat and the Cities Investment Facility mandates, goals and principles is desirable. LanguagesEnglish and French are the working languages of the UN Secretariat.
