Org. Setting and ReportingThis position is located in the Office of the Special Coordinator for Lebanon (UNSCOL). The Chief Security Officer reports to the Special Coordinator, the Head of the Mission through the Chief Security Adviser (CSA) and is responsible for safety and security of personnel, premises, programmes and activities of UNSCOL office. ResponsibilitiesWithin delegated authority and in support of the CSA, the Chief Security Officer may be responsible for the following duties: โข Prepares, reviews, approves or endorses security planning and security management documents for the mission, designated or geographic area, including all aspects related to elaboration, development, implementation and updating of all security documents. โข Monitors activities related to the implementation of the approved security measures for UNSCOL personnel and operations. โข Provides support and advice to the Head of Mission, through the CSA, with regard to all security-related matters, security policies and procedures. โข Maintains and enhances lines of communication with UNDSS. โข Serves as a member of the UN Security Cell in Lebanon assisting the UNDSS CSA, contributing to planning, implementation, evaluation of effectiveness of security planning, security operations and implementations of measures aimed at improving staff security in the country. โข Supports the CSA in aintaining cooperation and collaborations with authorities and international institutions, provides security briefing, advice and security training to UNSCOL personnel. โข Ensures implementation of safety and security policies of the UNSMS by UNSCOL personnel. โข Supports CSA UNDSS in establishing and maintaining a functioning Emergency Communication System. โข Conducts facts finding related to security-related incidents involving UNSCOL personnel or eligible dependents. โข Assists in the response to crisis events and security incidents. โข Monitors, coordinates and evaluates the close protection arrangements for the UNSCOL HoM /other senior UN Officials, identifies suitable close protection assets within the UNSMS. โข Participates in security missions such as inter-agency missions, Integrated Task Forces (ITF) missions, Technical Assessment Missions (TAM), Non-Aligned Members (NAM) missions, Security Assessment visits, Fact-finding missions/inquiries. โข Supervises and manages security personnel of UNSCOL. โข Manages, monitors, reports or assists in security assets management for the allocated resources for UNSCOL. โข Identifies and promotes best security practices. โข Performs any other duties as may be assigned. EducationAdvanced university degree (Master's degree or equivalent) in security management, business administration, political/social science, psychology, criminal justice, law, international relations or a related field is required. A first-level university degree in combination with two years of qualifying experience may be accepted in lieu of the advanced university degree. A first-level university degree may be substituted with a diploma from a police or military education institution, college or academy obtained over a minimum of a three-year period. Work ExperienceA minimum of seven (7) years of progressively responsible experience in security, risk or disaster or emergency management in the public or private service areas, such as national security, military or police, or in a corporate environment is required. Management experience in the public, private or corporate sector is required. A minimum of 7 years of international field experience in working within the UN Common System, preferably in political missions or comparable international organization or nongovernmental organization in a conflict or post-conflict setting is required. 5 yearsโ experience in security programme management, operational risk analysis, and design/implementation of mitigation measures in hostile field environments, integrating these with humanitarian and development operations is required 5 yearsโ experience in civil-military coordination, access negotiations, and supporting humanitarian operations through liaison with national authorities, UNCTs, and security services is required A minimum of 2 years of experience as analyst is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this job opening, English is required. Arabic is desirable.
